The purpose of the class is to manage and support overall engineering functions. The class is responsible for coordinating engineering projects with local, State and Federal agencies. The class works within broad policy and organizational guidelines, independently plans and implements projects; reports progress of major activities through periodic conferences and meetings.

 Example of Duties:
The Department of Public Works seeks a qualified candidate to lead a team of engineers and technicians/specialists on a wide variety of engineering assignments, applying engineering techniques and analysis on Bridge and Pavement projects. City Bridge Engineer position serves as head in support of major infrastructure engineering efforts such as bridges, culverts, road resurfacing, etc. Under the general direction of the Deputy Director/City Engineer, the Engineer IV for Bridges/Asset Management will assure that City resources are directed and utilized safely and effectively to manage City bridges and road pavement. The incumbent acts as the City authority for Public Works to ensure that design, construction, operations, maintenance and inspection activities on bridges are conducted in full compliance with established federal and state laws, codes, standards and procedures.

Duties will include:

-Monitor City Bridges for bridge conditions (load rating etc) and safety inspections
-Oversee and serve as an expert in bridge design, construction and maintenance of different types of bridges
-Prepare Request for Proposal (RFP) and Information for Bid (IFB) to hire consultants and contractors for the design and construction of bridges and pavement
-Prioritize and direct bridge maintenance needs using in-house and contractual forces; and plan and budget for the replacement of bridges
-Oversee ‘Pavement Manager’ position and prioritize paving of City streets using technical criteria and software
- Monitor, record, organize and report conditions of City assets such as bridges, culverts, guardrails and pavement
-Oversee engineering compliance on bridge and paving projects through the management of several levels of an inspection team.
- Interface daily with third party compliance monitors, project inspectors, craft inspectors, bridge repair/maintenance crews and contractors.
- Assist in preparing/presenting construction details training to all project and construction personnel.
- Prepare/oversee daily compliance and weekly summary reports.
- Prepare and submit variance requests to the appropriate approval level.
- Provide leadership, support and direction to field engineers, inspection and maintenance staff.
- Make/oversee daily direct reports’ assignments. Document/maintain organized project files.
- Oversee the work of ‘DPW Claim Officer’ for the claims filed by citizens due to deficient City infrastructure
- Critically assess conditions, issues, and concerns prior to construction/inspection and develop solutions with input from staff.
- Oversee the proper implementation of mitigation measures.
- Serve as ‘City Maintenance Engineer’

 Qualifications, Special Certifications and Licenses:
Position requires a BS in Engineering, Professional Engineer’s license in the State of Virginia, six (6) years experience and a valid driver license. Successful candidate will have vast knowledge and experience of design, construction and maintenance of different type of bridges, strong understanding of construction practices specifically large infrastructure (bridges) and full road replacement and reconstruction efforts w/in City Right Of Way, knowledge and experience in Pavement materials (Asphalt and Concrete) , experience in civil construction, be highly motivated, possess strong organization and planning skills, strong written and oral communication skills, Cartograph Pavement Management and Project Management skills.
