| The ideal candidate will have the ability to perform a full range of responsible and varied professional, analytical, financial, systems, statistical, programmatic, management, and other administrative analyses duties in providing responsible staff support to the Human Resources Director. The candidate will also assume responsibility for the management and administration of program/project activities; recommend action and assist in policy, procedure, work methods, and budget development and implementation for area of assignment; and coordinate assigned activities with other divisions, outside agencies, and the general public.
This is an at-will appointive position exempt from the City of Reno's Civil Service system. |

| Education and Experience
The successful candidate will have two years of responsible professional level administrative and management analysis experience; along with a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, or a related field. | THE COMMUNITY
Reno, The Biggest Little City in the World, is the largest city in Northern Nevada and the third largest in the state with a population of 220,600. The metropolitan area, with a total population of nearly 418,000, is located on the eastern slope of the Sierra Nevada Mountains at an elevation of 4,500 feet. Reno's location provides a temperate climate year round characterized by sunshine more than 80% of the year. The surrounding area provides unlimited indoor and outdoor recreational activities. Within a fifty-mile radius lies spectacular Lake Tahoe and one of the largest concentrations of ski facilities in the world. Biking, camping, hunting, fishing, and mountain climbing are all available within a thirty-minute drive. Reno's appeal is not just limited to recreational activities and entertainment. The highly rated educational system includes the University of Nevada, Reno, with 17,000 students who provide a positive ambiance to the community's culture and diversity. Reno also hosts many conferences and special events throughout the year, such as "Artown" (the largest single cultural event in America), Hot August Nights, The Great Reno Balloon Race and the Reno Air Races and Air Show. Reno has experienced significant growth during the past several years and has invested a significant amount of funding in the downtown area to modernize and beautify the infrastructure and facilities. The region's major industries include gaming, outdoor recreation, retail sales, technology, tourism, transportation, and warehousing. With an increasingly diversified economy, the region is strategically located along major transportation links. The enviable situation of no corporate or personal income tax also adds to the attractiveness and appeal of the City of Reno. THE ORGANIZATION Reno is a full-service city with a total budget of $410.2 million and has approximately 1,500 full-time employees. The City has a Council/Manager form of government. The Mayor, elected at large, is the formal representative of the City. The City Council is elected to staggered four-year terms with five members elected by ward, and one elected at-large. The City Manager oversees the operations of the City and appoints the Department Heads. City of Reno management has facilitated organizational changes geared to make Reno a cutting edge city government. Major projects, include a recessed railway, river front development, regional fiscal equity, and regional consolidation of services. The Reno organization shares a vision that includes a strong focus on community service, neighborhood based services, team work and innovation. The values of the organization are based on four essential principles of respect, responsibility, responsiveness and results. All departments operate on a program budget with 5 year business plans. The City has been successful in addressing operational efficiencies and improving service delivery effectiveness and is now focusing on creating a "great city" for our community. THE DEPARTMENT The Mission Statement for the Department of Human Resources is "To provide the City of Reno with efficient and effective customer service in the management of its human resources, labor/employee relations, and records services which subscribe to the principles of merit and fair and equal treatment of all persons concerned, while promoting the values of a diverse, appreciated, dedicated and empowered workforce." The Department of Human Resources has a current budget of $17.8 million and employs an equivalent of 11 full-time employees. The Department is responsible for planning, coordinating, and administering a comprehensive human resources management program for the City of Reno. The Department is comprised of four major divisions: Employee Services; Employee Relations; Workforce Planning and Retention; and Diversity and Training. ORGANIZATION PRIORITIES Complete negotiations with employee organizations within the budget target. Maintain collaborative relationships with the ten bargaining units. Complete audit of City of Reno health plans. Collaborate with stakeholder groups to identify enhancements to the leadership development program and succession planning. Provide internal consulting services to assist City departments with personnel matters. THE SELECTION PROCESS Based on training and experience and an evaluation of the application materials submitted, the most qualified candidates will be invited to participate in the assessment process in Reno. The assessment may consist of a series of exercises that may include multiple panels of subject matter experts. The top candidates, as determined by the assessors, will be recommended to the Appointing Authority for final consideration and selection. COMPENSATION & BENEFITS The City of Reno is offering an excellent salary and benefit package. The salary range is $66,602 to $87,249 under a pay for performance plan which offers the potential to earn an additional one time bonus which could bring the salary up to $95,974. Benefits for this position include: No state income tax Nevada PERS retirement plan fully paid by the City (21.5% currently).
