Job Title: ASST. O.M.B. DIRECTOR
Salary: $74,000.00 - $120,301.00 Annually
Job Type: Full Time
Location: New Port Richey, Florida
 

 
 

Highly responsible administrative and professional work in assisting the O.M.B. Director in directing a branch of County government which serves the citizens of Pasco County.  Major functions within the branch include Budgeting, Purchasing, Information Technology and Fleet.

 Essential Job Functions:

Assists the O.M.B. Director with all areas of responsibility.  The O.M.B. Director oversees development and implementation of all activities and programs of the Office of Management and Budget, including development of management systems and procedures.

 

Directs the research, preparation, and management of the budget, including subsequent enforcement of the Budget of the Board of County Commissioners.

 

Ensures contract compliance with Board action and all relevant laws and regulations.  Monitors and evaluates contracts for fiscal compliance with policy and regulations.

 

Coordinates and participates in management improvement programs.  Assists County personnel in evaluation of operations under their authority to reduce and control operating costs in a manner consistent with the level of service to be provided by the policy direction by the Board.

 

Directs the staff of administrative professional, technical support personnel engaging in activities assigned to the office.  Conducts investigations and prepares reports as directed by the County Administrator.  Evaluates effectiveness of systems, operations, and programs.

 

Assists the O.M.B. Director who directs and supervises all branch departments and division activities through the issuance of directives, orders, and through personal consultations with department heads.  Confers with department heads and other management personnel to identify problems and needs.  Establishes long-range plans.

 

Recommends hiring, discharge, promotion, transfers, salary increases, and initiates personnel actions.  Appraises performance of employees.  Serves as liaison between County Administrator and department heads.  Coordinates capital improvement programs.  Directs the preparation of agenda items and presents subjects to the Board for possible action.  Attends all regular meetings of the Board of County Commissioners.

 

Performs related work as required.

 Knowledge, Skills and Abilities:

Knowledge of accounting principles, practices, and procedures, and demonstrates an ability to apply such knowledge.  Knowledge of budgetary procedures and preparation.  Knowledge of laws, rules, and regulations controlling budgetary fiscal record keeping and contract procedures of County government.  Knowledge of management, principles, and practices.  Knowledge of policies and guidelines related to the operations of the County.

 

Ability to deal effectively with elected officials, division, and department heads, County employees, agency representatives, and the general public.

 Minimum Requirements:

PHYSICAL SKILLS: 

Ability to communicate effectively using speaking, hearing, writing, and vision skills.

 

EDUCATION, TRAINING, AND EXPERIENCE: 

Graduation from an accredited college or university with a Master's Degree in Business Administration (MBA).  CPA certificate may be substituted for MBA.  Six years of responsible administrative experience in a public sector supervisory accounting position.  Extensive experience with spreadsheet and database software programs.

 

A comparable amount of directly related experience MAY be substituted at the County’s discretion for the minimum educational requirements if candidates are not available that fully meet the minimum requirements of the position as posted.

 

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

Must possess a valid driver’s license.

 

SPECIAL REQUIREMENTS:

Must become a Pasco County resident within six months after employment date.
