Under general direction, administers the City's off street parking, parking enforcement, parking meter operation and enforcement, zoning credit, and city owned parking facilities and maintenance programs; assists in the planning of future City owned parking facilities; develops and establishes new parking programs; provides staff support to City commissions and committees; performs related work as assigned.

 Essential Functions:
Manages the City's off street parking programs to meet the City's current and future parking needs and to maximize City revenues; administers the South Lake Parking District and the City's Zoning Credit Program; manages the On-Street Parking Enforcement Program including the Preferential Permit Parking Program; manages parking meter operations, maintenance and revenue collection; manages City employee parking program including supervising allocation and use of employee parking facilities and issuance of parking passes and permits; develops and implements all aspects of parking operations and maintenance including bids, contracts, contractor selection, contract negotiation and contract preparation; supervises contractor compliance with contract terms; develops and prepares comprehensive plans to satisfy future needs for parking related services and facilities; develops and implements policies and procedures; analyzes present and future parking needs and develops and implements appropriate solutions; supports and guides parking commissions, committees and business groups; liaison with City commissions, committees, neighborhood and business group meetings to provide parking expertise; provides assistance in parking related matters to developers, businesses and citizens; resolves parking related problems and responds to inquiries concerning parking related matters, including legislation; prepares and monitors budgets, revenue projections and other financial statements; analyzes financial information and examines the financial feasibility of parking programs; audits parking operations; selects staff; plans, organizes and assigns work; develops and establishes work methods and standards; conducts or directs the conduct of staff training; reviews and evaluates employee performance; recommends disciplinary actions; prepares written reports, contractual documents and correspondence; makes oral presentations; and develops and implements educational/informational programs.

 Qualification Guidelines:
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance, such as: bachelor's degree in Public Administration, Business Administration or a related field and two years experience managing a comprehensive public parking or related program, or substantial experience in contract administration.  Two years of supervisory experience is highly desirable.

Knowledge, Skills and Abilities
Knowledge of:  administrative principles and methods, including goal setting, program and budget development, work planning and organization; equal employment/affirmative action guidelines and policies; parking meter enforcement programs and maintenance; problems, procedures and processes of managing revenue generating facilities for public use; parking operations, maintenance and safety; procedures, processes, laws and ordinances involved in the administration of facilities and the establishment of districts; and the use and application of personal computers.  Ability to:  manage, direct and implement a variety of parking related programs including parking meter enforcement, off-street parking, zoning credit parking, city-owned parking facilities; analyze complex administrative problems, evaluating alternatives, and make creative recommendations; represent the department effectively in meetings, including making presentations; prepare or administer complex agreements concerning use and management of public facilities to maximize revenue and assure compliance with bond requirements; prepare, analyze and interpret budgets, financial projections and financial statements; collect, compile, analyze and interpret data relating to parking facility planning, operations and parking demand; prepare leases, contracts and bid specifications; administer and interpret contractual agreements on behalf of the City including leases, service contracts and permit programs, and to ensure conformance with written provisions; establish and maintain effective working relationships with other employees, City officials, business and neighborhood groups and the general public; and express oneself clearly and concisely, both orally and in writing. 

EXAMINATION
Those applicants who appear best qualified based on applications and supplemental applications submitted will be invited to any combination of written, performance, or oral appraisal to further evaluate their job-related experience, education, knowledge, skills, and abilities. If appointed, the probationary work test period is one year.


 

 Special Requirements:
Possession of or ability to obtain a Class C California driver's license and a satisfactory driving record.
