THE POSITION
Under the general direction of the Executive Director for Facilities Planning, Engineering and Operations, plans, supervises and actively participates in the daily supervision and operation of maintenance, grounds and custodial functions. This position is also responsible for facility-related compliance issues pertaining to the Williams Settlement Legislation. This job class functions at a full supervisory level and is responsible for direction and supervision of the work of subordinate managers and supervisors. This position will provide staff assistance to the Executive Director for Facilities Planning, Engineering and Operations on matters related to facilities planning/management and construction programs within the District and requires the successful utilization of strong organizational and management skills in the performance of assigned job duties. This position will provide technical assistance in the proper care and cleaning of District sites and ensure compliance with the District-wide cleaning program. |

Representative Duties:
Under the supervision of the Executive Director, Facilities Services, the incumbent will perform the following essential functions, which include, but are not limited to, the following:
• Assists in planning and coordinating the activities and operations of the District's maintenance, grounds, operations, and custodial personnel.
• Reviews and approves maintenance work orders; establishes priorities and assigns grounds work orders to appropriate staff members.
• Supervises, assists, and advises assigned maintenance, custodial, and grounds keeping managers and supervisors regarding methods/procedures of work and operational administrative problems.
• Supervises planting activities, including propagation and cultivation of cutting, plants and shrubs; supervises the application of pesticides, herbicides and fungicides to District building and grounds.
• Supervises the installation and/or repair of fences, irrigation systems and concrete and asphalt-concrete paving; interpret construction drawings/plans and prepare layout sketches for irrigation systems.
• Consults with the site administrators and Custodian Services Manager in the development of cleaning schedules and the overall cleaning program within the District; coordinates the assignment of custodians for Civic Center activities; reviews and approves requisitions for custodial, grounds, maintenance supplies and equipment.
• Establishes work schedules and assigns jobs to maintenance, operations, and custodial subordinate managers and supervisors.
• Estimates labor and material costs and timelines for a variety of maintenance, operations and custodial projects.
• Inspects District properties, buildings and equipment to identify problems and assess physical condition; makes recommendations for repairs and maintenance; ensures maintenance of vehicles.
• Performs a variety of technical duties in facilities planning and construction such as site inspections, researching materials and supplies cost estimates.
• Monitors Facilities Services Department efforts to maintain District's facilities in accordance with the Williams Settlement Legislation.
• Assists in developing departmental policies in evaluating systems, procedures, etc., and ensuring the highest possible levels of productivity; develop procedures and makes suggestions concerning work methods and procedures.
• Performs on-site inspections of completed work and work in progress; assures compliance with work orders and relevant trade standards.
• Assumes responsibility for the Facilities Services Department in the absence of the Executive Director for Facilities, Planning, Engineering and Operations.
• Manages Facilities Services Department communication systems including radios, cell phones and emergency systems.
• Responsible for managing environmental quality and control of District site to include asbestos, hazardous materials and other environmental issues for the purpose of compliance with Federal, State and local procedures and guidelines.
• Coordinates the inspections of District sites to insure compliance with City Fire and County Health Departments to assure safe, orderly, clean and properly maintained district facilities and grounds; plans and coordinates the necessary work to eliminate any safety hazards.
• Supervises and evaluates the performance of assigned staff; interviews and recommends candidates for employment; recommends transfers and disciplinary actions, up to and including termination; plans, coordinates and arranges for appropriate training of department personnel; develops standards for performance.
• Manages computer-based work order and maintenance management systems for tracking, planning, scheduling and recording completion of all work.
• Prepares purchase requisitions for supplies, labor and equipment; reviews and approves invoices for purchases on open accounts.
• Performs related duties as assigned. |

Typical Qualifications:

Knowledge of:
• Practices and procedures related to the maintenance, repair and operation of building complexes, appurtenances and grounds, including asbestos abatement and field maintenance.
• Practices, procedures and work methods used in the building trades, custodial and grounds maintenance fields.
• Landscaping techniques including irrigation systems, fence construction and paving.
• Pesticides, herbicides and fungicides used in a public school setting.
• Preventative maintenance methods and procedures.
• State, county and local laws, ordinances, codes and regulations affecting the maintenance and operation of school facilities.
• Principles and practices of safety for workers in maintenance and operations.
• Principles and practices of management and supervision which include planning, organizing, assigning and reviewing work, performance appraisal and discipline and employee selection and development.
• Hazardous chemicals and waste disposal methods.
• Inventory control practices.
Ability to:
• Provide leadership and direction to the comprehensive maintenance, custodial and grounds programs for district facilities, equipment and grounds.
• Analyze technical and administrative problems and develop solutions for their resolution.
• Interpret plans and prepare sketches for the installation of irrigation systems, fences and paving.
• Develop schedules to accomplish the goals of the District-wide cleaning programs.
• Work independently with minimal direction.
• Establish and maintain cooperative and effective working relationships with others requiring interpersonal skills using tact, patience and courtesy.
• Review operations and procedures and develop methods for improving the efficiency and effectiveness of the Facilities Services Department.
• Provide safety instructions to staff.
• Plan, schedule and coordinate complex and diverse maintenance and operations functions.
• Identify building materials containing asbestos.
• Select, train, supervise and formally evaluate subordinate managers and supervisors.
• Evaluate construction methods and techniques effectively. |

Education, Training and Experience:
Training: A combination equivalent to sufficient experience, training, and/or education to demonstrate the knowledge and abilities listed previously.
Training and Experience: Typically a successful employee will possess at least five (5) years of progressively responsible experience in the construction, maintenance and operation of facilities and buildings, including three (3) years of responsible supervisory and administrative experience or equivalent.
Education: Equivalent to the completion of high school supplemented by college level coursework or specialized training in maintenance, grounds and custodial operations.
Licenses, Certificates, and Requirements:
1. Valid California Department of Food and Agriculture Pest Control Applicator’s permit, class A & B
2. Possession of or ability to obtain, a valid California Construction Inspector’s license.
3. A valid California driver’s license and the ability to maintain insurability under the District’s vehicle insurance policy.
4. Ability to obtain and maintain a valid Asbestos Administrator/Inspector Certificate.

Tentative starting date: ASAP - pending fingerprint clearance.
Fingerprinting: State law requires that all employees be fingerprinted to check for or verify conviction records. All candidates with a record of conviction for offenses, other than minor traffic violations, must file with the Director of Classified Human Resources a conviction record statement. A record of conviction may not disqualify you from employment, but failure to list all convictions may result in disqualification or dismissal.
