THE POSITION
Under general direction from the Personnel Commission, plans, organizes, directs and implements comprehensive District-wide human resources management programs for classified personnel, including employee recruitment and selection, employee assignment, classification, compensation, performance appraisal; coordination of employee appeal adjudication and other Merit System services, as required in conformance with relevant sections of the State of California Education Code; plans, develops and implements staff training and development programs for the District's classified employees; provides expert professional assistance and guidance to District administration on human resource and Merit System matters; and performs related duties as assigned.
Distinguishing Characteristics
Under general direction of the Personnel Commission, the Director of Classified Human Resources has overall administrative, financial and management accountability for the District’s human resources management programs pertaining to classified employees as required by the Merit System provisions of the Education Code. Acting in accordance with Merit system provisions, the incumbent is responsible for developing and implementing short- and long-range plans and strategies and for working in partnership with District administration to support attainment of the District's educational mission. The incumbent is responsible for achievement of goals and objectives for the recruitment, selection, compensation, motivation and retention of classified employees and for compliance with all applicable federal and State employment law and guidelines and Personnel Commission Rules. Duties are carried out with considerable independence within a framework of rules, policies, procedures, guidelines and State laws and codes. Although subject to the rights, benefits and burdens of the classified service as determined by the Board of Trustees, the Director, Classified Human Resources is appointed by and responsible to the Personnel Commission. |

Representative Duties:

• Leads, plans, organizes, controls, integrates and evaluates the work of the Classified Human Resources department;
• Develops and recommends, updates and implements a strategic plan and programs for the Personnel Commission; assures alignment between support of the District’s educational mission and Commission and department plans, programs, objective and priorities;
• Provide leadership and works with staff to develop and retain highly competent, customer service-oriented staff through selection, classification, compensation, training and day-to-day management practices that support the District and department objectives and service expectations; provides leadership and participates in programs and activities that promote a positive employee relations;
• Plans, organizes, directs and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for improvement;
• Develops, implements and administers comprehensive human resources management programs, policies, procedures and guidelines for classified staff across all District department, consistent with Education Code
• Manages, directs and participates in the development of recommended rules, policies, procedures and/or standards for presentation to the Personnel Commission;
• Directs the preparation and distribution of Personnel Commission minutes, agenda, records and documents; serves as secretary to the Personnel Commission;
• Directs and oversees recruitment, testing and selection activities for classified positions; ensures the job relatedness of all selection and testing methods and instruments;
• Directs development and on-going maintenance of classification and compensation plans for the classified service
• Arranges for Personnel Commission hearings on disciplinary appeals and the investigation of complaints and concerns
Knowledge of:
• Principles, theories and practices of public human resources administration, including position classification salary administration, recruitment and selection, especially as they apply in a public civil service setting;
• Applicable requirements and practices governed by the Merit system provisions of the Education Code;
• Principles and practices of labor management relations especially those regulated by the Roda act;
• Principles and practices of sound business communications;
• Federal, State and local laws, regulations and court decisions applicable to assigned areas of responsibility, including the conduct of administrative hearings;
• Principles, methods and techniques of strategic and business planning;
• Principles and practices of public administration, including budgeting, purchasing and maintenance of public records;
• Research methods and analysis techniques;
• Principles and practices of internal consulting;
• Trends and best practices in human resource management
• Principles and practices of effective management and supervision
• District Personnel Commission Rules, classified human resources policies and procedures and labor contract provisions
• Recognized automated systems, programs and service that enhance the cost of efficiency of public sector employment operations.
Ability to:
• Plan and direct a comprehensive human resources management program for classified personnel which serves District needs to support its educational mission and is in conformance with Education Code provisions;
• Understand, interpret, explain and apply Commission Rules, Education Code provisions, State and federal laws, other regulations, policies and court decisions governing the commission’s human resource management programs for classified employees;
• Obtain, organize, analyze and evaluate a wide range of data and information and make appropriate recommendations to the Personnel Commission, District administrators and employee representatives
• Perform a variety of professional and technical duties involved in the conduct of the Commission’s classification, compensation, recruitment and selection, performance evaluation, training and employee disciplinary programs;
• Prepare clear, concise and comprehensive reports and written materials;
• Present proposals, recommendations and technical information clearly, logically and persuasively in public meetings and to a variety of audiences;
• Organize, set priorities and exercise sound expert independent judgment within areas of responsibility;
• Operate a computer and standard business software
• Use tact and diplomacy in dealing with sensitive situations and concerned people and customers |

Typical Qualifications:
|
Education and Experience:
Graduation from a four-year college or university with a degree in industrial or organizational psychology, human resources management, public administration, psychology or a closely related field; and five years of increasingly responsible human resources management experience, including at least two years in a supervisory capacity; a graduate degree in a related field of study may be substituted for two years experience. School experience preferred. |

EXAMINATION PROCEDURES:
Completed application materials are to be submitted to the Classified Human Resources Office at 1051, South A Street, Oxnard, CA by Monday, November 30, 2009, at 5:00 p.m.
The selection process tentatively includes:
1. A competitive screening, by an Application Appraisal Panel, of the application materials provided by the applicant.
2. A qualification appraisal interview for those applicants demonstrating the best qualifications for the position, as determined by the Application Appraisal Panel.
3. Final Selection Interview with the Personnel Commission
4. Reference check and selection decision
The eligibility list to be created will be merged with an
existing list to be active for one year from the date
of the respective Qualifications Appraisal Interviews.
GENERAL INFORMATION:
Probationary Period: The probationary period for this
classified management position is one year.
Fingerprinting: State law requires that all employees be fingerprinted to check for or verify conviction records. All candidates with a record of conviction for offenses, other than minor traffic violations, must file with the Director of Classified Human Resources a conviction record statement. A record of conviction may not disqualify you from employment, but failure to list all convictions may result in disqualification or dismissal.
