| Directs personnel functions of the department (i.e., selection, assignment, scheduling, interviewing, hiring, merit increases and discipline). Supervises and directs supervisory division staff in scheduling and coordinating public works activities and projects related to roads and bridges, engineering, land development review, surveying, parks, solid waste collection, disposal and long term care and remediation of closed landfills, mosquito control and artificial reefs. Participates on various committees, i.e. TPO, RTPO, Comp Plan, EIGC, etc. Participates in professional organizations keeping up to date on issues and events affecting public works. Provides project management function for other departments as directed by the County Administrator. Develops rules and regulations necessary to update land development code, comprehensive plan, and others as related to public works functions. Ensures divisions perform duties in a manner that promotes safety, health and welfare of the public, and comply with established regulations. Functions as the primary public works information resource for county’s administrative staff, and the public and private sector, communicating all aspects of public works activities. Inspects projects in process. Directs and supervises the compilation of cost data and materials and labor estimates. Consults with County Administrator, the Board of County Commissioners, department heads and contractors regarding public works construction and maintenance activities. Analyzes and evaluates work methods. Hears and processes complaints. Plans, develops, and implements operating budget(s), and monitors cost and expenditures. Confers with local, state and federal agencies on regulations and requirements for public works activities. Seeks funding and work resource opportunities to aid in accomplishing Public Works projects. Oversees regulatory reporting activities, ensuring that deadlines are met and department activities comply with rules and regulations. Prepares and implements annual work plans, goals and objectives; reviews all plans for system improvements and development activities. Directs the comprehensive maintenance plan for all department facilities, structures, systems and equipment. Must be able to meet work schedule and attendance standards. Performs related duties as required. |
