| Salary Note: Per OCSEA Article 36.11 and Exempt Legislation - Cost Savings Days (CSD) Full-time permanent employees shall take ten (10) days off without pay, for a total of eighty (80) hours, in each fiscal year beginning on July 1, 2009 and ending on June 30, 2011. The loss of pay shall be equal to 3.076 hours each pay period throughout the year. CSD's will be pro-rated for employment commencing after July 1 of each fiscal year. 55% - Serves as agency manager for the Current Agricultural Use Value (CAUV) program. Works under the general direction of the division’s administrative staff to formulate policies relating to the administration of the CAUV program and directs implementation of the CAUV tax policies and guidelines to County Auditors and their staffs (e.g., interpreting program requirements and responding to inquiries by county officials and taxpayers). Establishes guidelines and time frames for calculation of CAUV values. Establishes agenda for and conducts meetings of the Agricultural Advisory Committee and annual public hearing regarding the calculation of alternative use values for real property taxation. Prepares and verifies all material relating to the CAUV program in a timely and accurate manner. 30% - Collects data regarding the CAUV program from independent sources and prepares reports based on analyses conducted (e.g. analyzing farm production budgets, cropping system efficiency, and soil classifications). Makes recommendations to division’s administrative staff regarding changes in CAUV tax policy and use valuation methodology and develops program plans and proposals for administrative review. Conducts research to measure accuracy of the use valuation program and analyzes the CAUV real property abstracts. 15% - Handles routine and sensitive inquiries from government officials and the general public; responds to requests for information. Attends and represents division at meetings and conferences; gives presentations on real property tax laws and regulation (e.g. CAUV program). |
