OC PUBLIC WORKS - COME JOIN OUR TEAM
OC Public Works provides services on a regional basis to unincorporated areas, to cities, and to other County agencies and departments. The primary mission of the department is to provide, operate, and maintain public facilities and regional resources and ensure safe construction and development standards and protection of the environment and improvement of the quality of life for the people of Orange County, in addition, to providing land development services for the unincorporated County of Orange.

OC Public Works is a unique County department comprised of five core functions, each of which directly impacts the quality of life for Orange County residents and the private sector. Our core businesses include Administration, OC Facilities, OC Planning, OC Engineering and Planned Communities.

THE OPPORTUNITY
OC Watersheds, a division of OC Planning, has an excellent job opportunity for an individual seeking to undertake a variety of assignments in programs designed to monitor, maintain, or improve the quality of environmental factors related to the County’s land and water resources.

OC WATERSHEDS IS LOOKING FOR SPECIALISTS WHO CAN
  • Be part of a skilled professional staff performing a wide variety of environmental assignments related to the protection and enhancement of Orange County’s streams, channels, bays and coastal waters
  • Develop and implement regulatory compliance programs for municipal government in response to National Pollutant Discharge Elimination System (NPDES) permits and Total Maximum Daily Load (TMDL) requirements throughout Orange County
  • Provide environmental education to governmental agencies, residents and business community to promote stewardship of Orange County’s surface water resources and regulatory compliance
  • Make presentations in public and professional settings
  • Lead multi-agency working groups
  • Design specialized environmental studies
  • Prepare grant funding submittals and manage funded programs
  • Conduct field monitoring
  • Manage extensive environmental data bases comprising water quality, hydrologic and meteorologic information
  • Assess environmental data and prepare informational / scientific / technical / compliance reports for public , technical, executive management, elected official and regulatory oversight audiences
  • Evaluate and investigate a variety of environmental problems, including responses to hazardous and non-hazardous spills and enforcement of Orange County Water Quality Ordinance
  • Manage specialized consultant contracts
  • Conduct technical reviews of reports, permits, work plans, etc., prepared by others,
  • Contribute to OC Public Works’ leadership role in the management of surface water quality in Orange County

REQUIRED EDUCATION/EXPERIENCE

  • Two (2) years of technical experience directly related to the duties described above


  • Minimum 30 upper division semester units (300 level classes and above) in environmental, biological, physical or related field


  • REQUIRED EDUCATION/EXPERIENCE

  • Possession of a State of California Water Treatment Operator Certificate, Grade I or higher, or the ability to obtain such a certificate within one year of appointment. (Note: water treatment is not a major job component.)

    THE IDEAL CANDIDATE PROFESSIONAL COMPETENCIES

    TECHNICAL ENVIRONMENT - Proven Knowledge of:
    • Methods of scientific research and analysis
    • Chemical laboratory methods, laboratory safety, sample handling protocols, equipment, materials and facilities
    • Effects of a wide variety of waste materials and natural substances on the environment
    • Statistical techniques and their applications
    • Federal, State and County laws, regulations and policies governing surface water quality
    • NPDES and TMDL compliance programs

    ACTIVE COMMUNICATION - Proven Ability to:
    • Write effectively
    • Use computers and software, especially in MS Office Suite with emphasis on Excel
    • Communicate clearly in public presentations
    • Understand and follow oral and written technical instructions
    • Build and maintain effective working relationships

    PROBLEM SOLVING - Proven Ability To:
    • Set priorities and work on multiple projects
    • Collect environmental samples through prescribed methods
    • Perform common chemical and physical analyses of various compound substances in water and other environmental samples
    • Evaluate available methods of water pollution control and make recommendations
    • Prepare informational, scientific, technical and compliance reports
    • Interpret laws, regulations and policies
    • Assess new situations not previously faced and make recommendations
    LEADERSHIP - Proven Ability To:
    • Lead meetings of work groups/committees
    • Lead water quality management programs through best management practices
    • Effectively investigate and enforce compliance with County and other water pollution laws and ordinances
    • Provide technical and project management oversight to other staff and contractors

    THE RECRUITMENT
