OC PUBLIC WORKS - COME JOIN OUR TEAM OC Public Works provides services on a regional basis to unincorporated areas, to cities, and to other County agencies and departments. The primary mission of the department is to provide, operate, and maintain public facilities and regional resources and ensure safe construction and development standards and protection of the environment and improvement of the quality of life for the people of Orange County, in addition, to providing land development services for the unincorporated County of Orange. OC Public Works is a unique County department comprised of five core functions, each of which directly impacts the quality of life for Orange County residents and the private sector. Our core businesses include Administration, OC Facilities, OC Planning, OC Engineering and Planned Communities. THE OPPORTUNITY OC Watersheds, a division of OC Planning, has an excellent job opportunity to perform a variety of assignments in programs designed to monitor, maintain, or improve the quality of environmental factors related to the County’s land and water resources.
OC WATERSHEDS IS LOOKING FOR SPECIALISTS WHO CAN
- Be part of a skilled professional staff performing a wide variety of environmental assignments related to the protection and enhancement of Orange County’s streams, channels, bays and coastal waters
- Implement regulatory compliance programs in response to National Pollutant Discharge Elimination System (NPDES) permits and Total Maximum Daily Load (TMDL) requirements throughout Orange County
- Conduct specialized environmental studies
- Conduct field monitoring of water quality and quantity
- Assess environmental data and prepare informational / scientific / technical / compliance reports for public , technical, executive management, elected official and regulatory oversight audiences
- Manage specialized consultant contracts
- Make presentations in public and professional settings
- Support multi-agency working groups
- Conduct technical reviews of reports, permits, work plans, etc. prepared by others
- Contribute to OC Public Works’ leadership role in the management of surface water quality in Orange County

MINIMUM QUALIFICATIONS
ERS LEVEL I: A minimum of 30 upper division semester units (300 level classes and above) in environmental, biological, or physical science or a related science field.
ERS LEVEL II: In addition to the education listed for Level I, one year of technical experience related to this position.
THE IDEAL CANDIDATE PROFESSIONAL COMPETENCIES
TECHNICAL ENVIRONMENT - Proven Knowledge of:
- Methods of scientific research and analysis
- Chemical laboratory methods, laboratory safety, sample handling protocols, equipment, materials and facilities
- Statistical techniques and their applications
- Federal, State and County laws, regulations and policies governing surface water quality
- NPDES and TMDL compliance programs
ACTIVE COMMUNICATION - Proven Ability to:
- Write effectively
- Use computers and software, especially in MS Office Suite with emphasis on Excel
- Communicate clearly in public presentations
- Understand and follow oral and written technical instructions
- Build and maintain effective working relationships
PROBLEM SOLVING - Proven Ability To:
- Set priorities and work on multiple projects
- Collect environmental samples through prescribed methods
- Perform common chemical and physical analyses of various compound substances in water and other environmental samples
- Prepare informational, scientific, technical and compliance reports
- Interpret laws, regulations and policies
- Assess new situations not previously faced
PHYSICAL AND ENVIRONMENTAL CONDITIONS

SALARY
ERS LEVEL I : $20.97 per hour up to $25.23 per hour
ERS LEVEL II: $23.26 per hour up to $31.34 per hour

THE RECRUITMENT

SELECTION PROCEDURES

- Minimum Qualifications

Qualifications Appraisal Panel Interview (Weighted 100%): Candidates will be interviewed and rated by a panel of job knowledge experts. Each candidate’s rating will be based on responses to a series of structured questions designed to elicit the candidates’ qualifications for the job.
