This continuous recruitment is being held to establish an Eligible list to fill Supervising Comprehensive Care Nurse vacancies in CORRECTIONAL MEDICAL SERVICES (CMS) as they occur.

DEFINITION:

Under direction, to supervise nursing activities for inmates at the County adult correctional facilities or juveniles committed by the court to youth correctional facilities or dependent care institutions; to participate in the planning, implementation, coordination and evaluation of program services; and to do other work as required.

MINIMUM QUALIFICATIONS:


License Required
  • Possession of a valid Registered Nurse License issued by the California Board of Registered Nursing.
  • A valid American Heart Association CPR (Cardiopulmonary Resuscitation) certification and a valid AED (Automated External Defibrillator) certification are required by date of appointment.
  • A California Driver’s License is required for some positions.

Experience
  • Three years of experience as a Registered Nurse which would have developed the knowledges and abilities listed below.

Thorough Knowledge of:
  • Principles and techniques of effective supervision.

  • Principles methods and procedures of nursing as applied to correctional facilities or dependent care institutions.

  • Preventive health and sanitation practices.

  • Sociological, psychological and physiological problems involved in providing adult inmate/juvenile nursing care and principles of mental health.

Knowledge of:
  • Inmate health issues and related health services provided in an institutional setting.

  • Effective oral and written communication and the ability to use a computer for report writing and other data collection.

  • Current trends and concepts relative to professional nursing practice.

  • Medical emergency procedures.

  • Agency and community resources

Ability to:
  • Plan, organize and supervise the work of nursing personnel.

  • Analyze situations, policies and procedures and take effective action.

  • Direct staff to effectively assist adult inmates/juveniles and families in reaching satisfactory solutions for health problems.

  • Establish and maintain effective working relationships with other programs and agencies.

  • Speak and write effectively including preparation of clear and concise records and reports.

  • Instruct staff in the prevention of disease, promotion of health and nursing care of an ill or injured person.

  • Provide a high quality of professional nursing care.

  • Use a County-approved means of transportation to travel to meetings and work sites may be required for some positions.

  • Bilingual ability in Spanish/English and Vietnamese/English is highly desirable.


SPECIAL CONDITIONS:

  • Must be able to pass and maintain extensive OCSD (Orange County Sheriff's Department) security background clearance. A comprehensive background check will be performed by the Sherrif's Department prior to appointment. (Background check inludes: Financial, Criminal History, Employment Record plus other areas.)


  • The institution is a 24 hour, 7 day a week facility, candidate must be able to work on weekends, evenings or night shift and holidays.



CORRECTIONAL MEDICAL SERVICES (CMS)

This program provides medical services to an adult inmate population housed within five separate correctional facilities. The program is staffed with dedicated professionals who are committed to providing quality health care to inmates in a 24 hour locked facility environment.

Incumbents may in the course of providing routine or emergency nursing services be exposed to patients who are unresponsive, hostile or at risk and must exercise social skills in eliciting information necessary for the purpose of evaluating symptoms and determining appropriate treatments or referrals.


MAJOR RESPONSIBILITIES FOR CMS INCLUDE:
  • Schedule, assign, train and evaluate staff.
  • Provide routine and emergency nursing services on a 24 hour basis to inmates.
  • Assist in selection of staff.
  • Identify need for in-service training necessary for staff development.
  • Ensure nursing services are rendered according to established policies and procedures.
  • Compile and evaluate records, reports and statistical information for appraisal and planning of assigned duties.
  • Assist in planning, implementing and participation in special projects.
  • Serve as a liaison with other programs and departments in reaching satisfactory solutions and interventions while providing a high quality of professional care.
  • Speak and write and communicate effectively.
  • Promote a positive and healthy work environment.
  • Ensure that all staff meet performance standards and comply with County, HCA and CMS policies and procedures and Code of Conduct.
  • To do other work as required.

The Orange County Health Care Agency is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of four service areas - Behavioral Health, Medical and Institutional Health, Public Health, and Administration is committed to meeting the health needs of the diverse Orange County community.

COMPENSATION:
Night shift or Evening shift differential in addition to hourly salary as listed is paid.

Physical Characteristics:

Environmental Conditions:
Will be required to work in a locked facility with adult inmates and/or juveniles who have multiple and complex health, social and psycho-social needs; may work with inmates and/or minors who have communicable diseases; will be assigned to evening or night shift, assigned to work every other weekend, and to work holidays as needed as the institution is a 24 hour, 7 day a week facility and coverage is essential.
