Administrative Manager II – Housing Development Administrator

THE DEPARTMENT AND DIVISION:
On March 18, 2008, the Board of Supervisors approved the creation of OC Community Resources. OC Community Resources consists of OC Animal Care, OC Community Services, OC Parks, and OC Public Libraries.

The OC Community Services Division (OCCS) is located in the City of Santa Ana. OCCS is organized into six separate Divisions. This position is assigned to the Housing and Community Development Division. Among other things, the Division is responsible for the planning, development, and management of programs and projects that produce or preserve affordable housing in Orange County. The work focuses largely on affordable multi-family developments, as well as a Mortgage Assistance Program targeting low-income first time homebuyers, both of which are a strategic priority for the Orange County Board of Supervisors. The Division is engaged in a wide range of activities to identify affordable housing needs within the County and to provide below market financing and strategies to address those needs. As a public lender, the County provides gap financing to private developers working on the new construction or acquisition/rehabilitation of affordable rental housing, targeting low and very low-income households. County-financed developments include a broad range of housing types serving families, seniors and special needs populations, and vary in size from 6 to 200 units. Since 1999, over 2,100 units have been approved by the Board of Supervisors, providing over $736 million in below market financing commitments for a wide range of affordable rental housing throughout the region.

THE CURRENT OPPORTUNITY:
OC Community Services is seeking a person with strong project management skills and experience that can be applied to managing complex development projects and housing-related programs. This position is a supervisory management position, with a high degree of responsibility to ensure that all available County and private resources are used efficiently and effectively to create viable affordable housing opportunities. This position reports directly to the Housing and Redevelopment Manager as a key member of a small and interactive professional team. While the concept of a team is vital, this position is also required to be able to independently operate and initiate in order to complete multiple tasks.

THE CHALLENGE:
This position helps to plan, review, analyze, and develop funding recommendations and policies to finance affordable housing developments. Under direction, it plays a lead role in administering the funding of projects and programs, including threshold review, underwriting, and loan closing. This includes working with developers, lenders, public agencies, and County of Orange departments and commissions, through all stages of development from initial approvals/commitments through completion. The ability to present forthright and factual information before committees, commissions, department management, and the Orange County Board of Supervisors in a professional and responsible manner is a highly desirable trait for this position.

Under minimum supervision, the successful candidate will also develop, secure, analyze, and recommend financing for the development of affordable rental housing, including new construction and rehabilitation; review requests for funding; conduct feasibility analysis; negotiate loan terms and conditions; present staff recommendations for financing approvals; review and monitor the loan development process; provide project management expertise and technical assistance in funding/closing loans; conduct housing policy analysis and recommend housing policies/programs; develop and review contracts for approval by department management; and do other related work as required. Other major responsibilities include administration of the County’s Rental Housing Notice of Funding Availability (NOFA), and participation in formulating policies/processes for financing procedures, program development, compliance, and monitoring.

THE IDEAL CANDIDATE WILL POSSESS:
At least four years of progressively more responsible experience in the field of affordable housing and/or community development, including affordable housing/community development policy and affordable housing/community development finance or two years of experience as an Administration Manager II in the above experience. A bachelors degree in a related area of study may substitute for two years of the required experience.

MINIMUM QUALIFICATIONS:
Technical Expertise:
A minimum of four years of experience in affordable housing, real estate development, or housing finance including one or more of the following:

  • Knowledge of federal, state and/or conventional financing programs applicable to relocation, rehabilitation, redevelopment and/or new construction;
  • Methods, techniques and procedures involved in preparing, negotiating and processing funding applications;
  • Housing and community development policy; and other related knowledge and abilities.
Education:
  • Possession of BA/BS degree with emphasis in public administration, finance, business administration, economics, political science, and/or a related field.
Negotiation and Network Building:
  • Demonstrated skill and ability to establish and maintain cooperative working relationships.
  • Negotiate and work with diverse populations and different constituency groups with diverging interests to achieve a shared understanding and commonality of purpose.
Oral and Written Communication:
  • Prepare and conduct public presentations and clear and concise reports and recommendations.
  • Prepare and present written reports and recommendations concisely, logically and convincingly; communicate professionally in confrontational situations.
  • Work as a team member with a positive, forward focused attitude
Project Management:
  • Successfully manage complex projects, including contract creation, final draw down and close out.
  • Prepare and analyze financial pro formulas with varying degrees of complexity.
  • Work independently with minimal supervision.
