DO YOU HAVE WHAT IT TAKES? - A valid California Registered Nurse License and Public Health Nurse Certificate.
- Knowledge of public health issues and related health services.
- Experience providing skilled nursing care and complex case
- management/coordination services.
- Effective oral and written communication and the ability to use a computer for report writing and other data collection.
- Bilingual ability in Spanish/English and Vietnamese/English is highly desirable.
Education/Experience requirement:
A graduate of a Baccalaureate degree in nursing which includes course work in public health nursing.
Senior Public Health Nurse/Public Health Nurse III: Two (2) or more years experience as a licensed/certificated Public Heath Nurse in an agency providing generalized public health nursing services (A Master's Degree in Nursing or Public Health may be substituted for one year of the required experience).
License/Certification requirement:
Must be licensed as a Registered Nurse in the State of California and certified as a Public Health Nurse in the State of California.

California Drivers License is required. This is a professional nursing position, under the supervision of the Supervising Public Health Nurse, Administrative Manager, Division Manager or designee.
Departments:
The Public Health Nurse position is primarily a field position. Although assignments are program specific and may include quality assurance monitoring, case management of complex cases, and health education to clients and the community. Program assignments may include any of the following public health programs:
Bioterrorism unit's Public Health Nurses (PHNs) are designated disaster workers who maybe called upon to supervise or work at an emergency-Point of Distribution (POD) mobile Public Health Clinic(s). PHNs also participate in agency disaster trainings as assigned.
California Children's Services (Case Management) provides comprehensive medical/nursing case management for children with special health care needswho have California Children's Services (CCS)-medically eligible conditions. This includes reviewing referrals, determining medical eligibility for the CCS program, reviewing the financial eligibility and if eligible, authorizing treatment services by paneled providers and the recommended treatment plan through CCS approved agencies.
Community Nursing Services (Field Nursing) provide nursing services in the home and community, including case management, client advocacy, community resource information and assistance with accessing health care.
Services are provided to all residents of Orange County who meet the criteria regardless of financial status. Nurses in the Public Health Nursing Division provide services in a variety of programs that target specific populations and/or health needs.
Employee Health provides medical evaluation of prospective employees as well as return to work assessment of county employees, fitness for duty of employees when referred by supervisor/manager with approval of CEO/Human Resources Department, OSHA mandated medical surveillance programs, Federal or State recommended preventive immunizations for employees at risk of exposure to communicable diseases, and OSHA mandated training of representative department trainers on communicable diseases and blood-borne pathogens.
Epidemiology and Assessment unit's medical director, public health nurses, and epidemiologists investigate individual cases and outbreaks of reported communicable diseases. We monitor disease trends, and often provide current statistics and other information to doctors, hospitals, the public and news media. We may also provide education or preventive treatment in some circumstances.
Family Health and Community Programs includes Maternal, Child, and Adolescent Health, Child Health and Disability Prevention Program, Immunization Assistance Program, Childhood Lead Poisioning Prevention Program, Adolescent Family Life Program, Cal Learn, Outreach Worker Staff, IAP Perinatal Hepatitis B Project.
Health Promotion (Cancer Detection Partnership) provides clinical services coordination component is responsible for maintaining a geographically and linguistically balanced regional healthcare provider network. Partnership clinical staff is responsible for provider recruitment, professional education and continuous quality improvement activities.
Pulmonary Disease Services provide clinical care and case management by public health nurses for all patients with tuberculosis in Orange County. Pulmonary Disease Services also oversee the Refugee Health Program that provides health screening for newly arriving refugees to Orange County. New refugees are screened for tuberculosis, hepatitis, and parasitic infections and referred to appropriate care.
Special Diseases (STD and HIV) provides the delivery of office-based clinical care and nursing case management in the STD and HIV ambulatory care clinics.
Specialized Public Health Nursing includes Foster Care, Emergency Response, Child Abuse Services Team, Assessment and Coordination Team/Perinatal Substance Abuse Services, Senior Health Outreach and Prevention Programs, Preventive Health Care for the Aging, and Cal-Works Public Health Nursing. Specialized Public Health Nursing serves targeted high-risk populations: children in foster care; pregnant women with histories of substance abuse and/or HIV infection; preventative health care for the aging; outreach and prevention health services for the aging in collaboration with behavioral health services; services to child abuse victims; health services to Cal-Works clients.
The Senior Public Health Nurse or Public Health Nurse III will:- Provide population-based services through case management, education, and direct-skilled nursing services related to the prevention, detection and control of disease, and the promotion of health.
- Be responsible for working in the assigned communities, providing the full scope of public health nursing services.
- Promote community health through detection, prevention, and control of disease(s).
- Provide assessment, education, and counseling in the care and prevention of illness and injury and in health promotion.
- Assess the physical, psycho-social and health care status and needs of families and/or individual clients.
- Participate in epidemiological studies and communicable disease control by conducting community investigations.
- Manage a caseload of clients requiring prioritization of client care.
- Coordinates and participates in public health clinics or outreach programs targeting specific populations or in response to epidemic outbreaks
- Serve as preceptors and advisors for public health nursing staff or students and as team leaders for ancillary staff.
- May be assigned as acting supervisor or clinic manager and on occasion is responsible for providing direction and assigning work to other unit/clinic staff.
The ideal candidate will have a thorough knowledge of the following:- Principles, methods, and procedures of nursing as applied to Public Health practice.
- Preventive medicine and sanitation.
- Procedures involved in promoting maternal and child health.
- Principles of health education techniques especially with child and adult learning.
- Principles of supervision and training.
- Socio/cultural problems involved in public health nursing.
- Community resources.
In addition, will have the ability to:- Establish and maintain collaborative relations with other programs, agencies, individuals, families, communities, and other community-based agencies.
- Speak and write effectively including preparing clear and concise reports.
- Serve in a lead or training role including orientation of staff or students.
- Interact with the community and represent the Health Care Agency’s views on a variety of sensitive issues.

COMPENSATION:
Your earning potential is between $6,087.47 and $6,971.47 per month.
