 The Position:
This recruitment is a continuous recruitment and will be closed when a viable candidate pool has been identified. An initial screening of all applications will be held on November 20th 2009. Interested individuals are encouraged to apply early for immediate consideration.

The Alcohol and Drug Counselor III is responsible for conducting the more complex individual, family and group counseling services to clients involved in alcohol and drug abuse programs and to assist in the coordination of the alcohol and drug abuse programs and activities.

 Example of Duties:
Consult and work collaboratively with other agencies that are providing services to the client with appropriate authorization from clients; perform outreach activities with individual clients for the purpose of re-engagement with services; perform crisis intervention when necessary; explain the twelve steps and twelve traditions of the Alcoholics Anonymous/Narcotics Anonymous programs; talk, listen to and observe clients in individual and group settings to obtain information necessary to assess client’s needs, formulate a treatment and recovery plan, and evaluate the client’s progress; observe clients behavior in a group setting to evaluate and discuss the client's progress with the client and formulate continuing treatment and recovery plans; discuss observations with other professional staff as input to treatment review; engage in supportive interaction with clients under a variety of circumstances; develop and implement specialized counseling plans for selected client population with substance abuse problems; educate clients in the operation and goals of the program; perform initial screening, assessment, and diagnosis of substance abusers under program guidelines; refer clients to other resources available in the community; refer spouses to appropriate community resources; provide first aid treatment and referrals for medical treatment as necessary and appropriate; assist other workers in resolving problems encountered in their work; assist in the coordination of the alcohol and drug abuse programs and activities; prepare written progress reports for the Courts and Probation upon request; maintain professional certification and continuing education as required by California state law.

TYPICAL QUALIFICATIONS

KNOWLEDGE OF:

Principles, methods and techniques of individual, family and group counseling.

Concepts and steps of the Alcoholics Anonymous/Narcotics Anonymous programs and social model philosophy.

Needs, behavior patterns and attitude of alcoholics and drug abusers.

Assessment process and use of EBP tools such as ASI-Lite and ASAM.

Evidence Based Practices and treatment models such as Matrix, Covington, Stages of Change, NCTI, ADC Key Elements, MI, ME, etc.

DMC Regulations, Title 22, and documentation standards.

Confidentiality Laws and Regulations, HIPAA and 42CFR Part II.

Electronic Health Record requirements, electronic signatures, etc.

Continuum of Care Model (COSSR).

Counselor Certification Regulations and TAP 21, 8 Core Competencies for Alcohol and Drug Counselors.

Cal-OMS, California Outcomes Measurement System, and accurate and timely data entry.

Available community resources.

Basic psychological and personality disorders and current treatment approaches.

First Aid, including Cardio-Pulmonary Resuscitation.

SKILL TO:

Prepare and maintain clear, concise and complete records and reports.

Diagnose substance abusers using correct terminology.

Work with multiple partnerships/cross systems Criminal Justice, Calworks, Schools, Corrections, Primary Care, Mental Health, etc.

Work with diverse client populations (language, gender, sexual orientation, geographic location, SES, etc.)


Assess the emotional status of clients; implement appropriate counseling techniques.

Comply with laws, regulations and professional practices governing substance abuse program services and operations.

ABILITY TO:

Analyze situations accurately and take effective action.

Deal effectively with a variety of human values and social backgrounds

Establish and maintain cooperative working relationships with clients and departmental staff contacted in the course of work.

Carry out assigned tasks and meet specific deadlines.

Communicate effectively both verbally and in writing.

Work independently with limited supervision.


EXPERIENCE AND EDUCATION

To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge, skills and abilities. A desirable combination is:

Experience:
Two years of alcohol and drug counseling experience in a state certified program.

Education:
Equivalent to graduation from an accredited college or university with major course work in psychology, social work, counseling or closely related field. (Additional qualifying experience in a certified alcohol or drug program may be substituted for two years of the required college education on a year-for-year basis.)

Certification:
Pursuant to Government Code Section 13010, applicants must be able to provide proof of certification or registration to obtain certification by a State approved Alcohol & Drug Counselor Certification Organization within 6 months of date of hire.

Possession of a valid California Driver’s License is required.

Possession of a current First Aid and CPR certificate is required.
Applicants who are otherwise acceptable, but lack the required certificates, may be appointed with the provision that the required certificates must be obtained within six months after initial appointment.

Special Qualifications:
Persons employed in this class must be willing to work evenings, weekends, and irregular hours.

Recovering alcoholics and addicts must have had at least two years of demonstrated sobriety. Candidates may be subject to a pre-employment drug and alcohol test.
