To enter, update, and verify data from a wide variety of A&T general and specialized documents, databases, and reports with an expert level of skill and speed in the operation of equipment, to coordinate and perform a variety of specialized and general or sectional verifications, client services, and problem solving duties, and, as a member of the A&T data team, to assist in maintaining work flows, priorities, and day-to-day production functions.

DISTINGUISHING CHARACTERISTICS:
This is the full journey level class within the A&T data entry/verification series. Employees within this class are distinguished from first level by the performance of the full range of duties as assigned including duties requiring advanced expert level production rates and the application of A&T classifications, policies and procedures. Employees at this level receive occasional instruction or assistance as new or unusual situations arise, and apply operating procedures and policies of the division and sections.

 Examples of Duties:
Function as a member of A&T central data operations group, and assist in coordinating and maintaining workflows and priorities to consistently process and verify data from each section and accommodate peak flows such as BOPTA appeals or personal property filings.

Enter and verify data onto a computer terminal using both PC-based production data input ("heads-down”) and on-line techniques, and perform duties such as interpreting, analyzing, and correcting data for various A&T assessment and taxation records including, for example, appraisal, personal property, recording, tax collection, accounting, and other information.

Verify data to ensure data integrity of assessment and taxation records, inquire, and search computerized records to ensure system conformity and correctness.

Maintain documentation regarding policy, procedures, data, and document formats for assessment and taxation accounts. Also, develop and maintain notebooks for procedural documentation, adapt job-specific techniques to new software implementation to accomplish successful data throughput, and update instructions to ensure appropriate, accurate, and consistent procedures are followed.

Participate in continuous improvement processes involving matters such as sharing new learning, identifying processes that may benefit from enhancement, and researching and communicating suggestions on better methods.

Perform related duties as required.

 Supervision Received and Exercised:
Receives general supervision from management or supervisory positions.

 Knowledge/Skills/Abilities Required:
Ability to sit for long periods entering a wide variety of data from complex coded and non-coded source documents using County software and various data input styles and techniques.

Ability to learn to interpret coded and non-coded source documents and A&T business information related to those documents and transactions, recognize data errors and errors in relationships among data items, and make corrections to source documents as needed.

Establish and maintain cooperative working relationships with those contacted in the course of work.

Expert skill of minimum standard of 10-13,000 keystrokes per hour with error rate not to exceed .0010 when using “heads down” high-speed production data.

Advanced knowledge of English usage, spelling, proofing, and word interpretation.

Ability to maneuver and control movement and various types of data in A&T computer systems such as Oregon Appraisal and Assessment, Oregon Tax Collections, and Index fee recording systems.

Work independently and as a team member.

Organize and plan ongoing and peak flow tasks. Effective multi-tasking
Skills in client service communications, listening and problem solving.

Ability to learn and keep up on A&T software systems, policies, and procedures.

Ability to learn and correctly apply A&T data and staff support policies and procedures.

Maintain records and security procedures and maintain data confidentiality.

Ability to pass a criminal background and security clearance.

Expert skills in MS Office, Excel, and Access, and in specialized software.

Expert keyboarding and 10 key proficiency.

 Minimum Qualifications Required for Entry:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Three years of data entry operator general, specialized and advanced data entry, verification, and problem solving experience with a 10-13,000 key strokes per hour production standard or equivalent, AND

Education: Equivalent to the completion of the twelfth grade with additional specialized experience and/or training in data entry or equivalent.
