To perform a variety of responsible professional, technical, and analytical work in providing administrative support services within a division or department; and to provide a variety of administrative services in the areas of finance administration, personnel administration, management analysis, training, purchasing, contract management, property management, public information, data processing, office support, and other related services and functions.

DISTINGUISHING CHARACTERISTICS (optional)

This is the full journey-level class within the Administrative Analyst series. Employees in this class are distinguished by the performance of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Administrative Analyst in that the latter performs more complex administrative support functions and exercises direct supervision over a small group typically consisting of one to four (1-4) professional and/or technical workers.

 Examples of Duties:
Coordinate the development of the budget; gather data and prepare budget forms; serve as staff for Citizen’s Budget Advisory Committee; project revenues and expenditures; monitor budget throughout the year; assist in identifying, preparing, and processing budget modifications; prepare revenue and expenditure reports; coordinate the accounts receivable and accounts payable functions.

Coordinate payroll and personnel record keeping and processing; review time sheets for conformance to applicable bargaining contracts and ordinances; coordinate the preparation of personnel action and performance appraisal forms to reflect salary increases, hires, promotions, terminations, and other personnel actions; maintain personnel files.

Coordinate personnel administration activities for the division or department; assist in recruitment, hiring, and training; monitor personnel and affirmative action activities and recommend actions.

Review, analyze, and interpret contracts and grant applications for conformance to County policies and procedures; implement and maintain contract tracking system; process contracts and respond to requests for information about contracts and their status.

Confer with management staff to assist in identifying financial, personnel and materials needs and problems; attend meetings at manager’s direction; serve as liaison between the manager, the public, and other County agencies; coordinate administrative or program-related projects with other divisions and departments and with outside agencies; respond to correspondence; research and respond to citizen complaints and questions.

Coordinate the review and development public information, citizen involvement and news media materials.

Research and make recommendations on issues including office equipment purchases, space utilization, building maintenance, or related administrative support area; coordinate administrative support projects including the acquisition of capital items or office remodeling and moving.

Assist in the development of department or division legislative package; coordinate the review and tracking of bills during the legislative session.

Review and analyze department or division policies and procedures; recommend improvements and modifications; conduct studies, compile information, and prepare oral and written reports and findings.

Represent the department or division on intergovernmental, intra-governmental, citizen, and other committees.

May supervise the work of assigned clerical and technical staff; provide staff training; provide instruction and direction as required; participate in the selection of staff.

Perform related duties as assigned.

 Supervision Received and Exercised:
Receives direction from administrative, supervisory or management staff.

May exercise general supervision (lead worker) over assigned clerical and technical staff.

 Knowledge/Skills/Abilities Required:
Principles and practices of administrative support services administration in the public sector including methods and techniques used in financial administration, personnel administration, purchasing, and contracting.

Pertinent federal, state, and local laws, codes, and regulations.

Principles and practices of organization, administration, and budget preparation and administration.

Modern office procedures, methods, and computer equipment applications.

Principles and procedures of record keeping and reporting.

Perform professional, technical, and analytical work involving the use of independent judgment and personal initiative.

Understand the organization and operation of the County and outside agencies as related to providing administrative support services.

Interpret and apply federal, state and local policies, procedures, laws and regulations.

Prepare and monitor a complex budget.

Collect, compile, and analyze information and data.

Make sound recommendations based on research and analysis.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain cooperative working relationships with those contacted in the course of work.

Analyze, evaluate, and modify operating methods and procedures.

 Minimum Qualifications Required for Entry:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Two years of increasingly responsible secretarial and administrative support experience, AND

Training: Equivalent to an Associate of Arts degree from an accredited college with major course work in business administration, public administration, or a related field.
