| To plan, direct, and review the administrative support services activities of a department or a major division; to provide or obtain a variety of management services including finance administration, personnel administration, management analysis, policy analysis, strategic planning, purchasing, contracting, property management, information management, data processing, office support, and other related services and functions. |

|
ESSENTIAL FUNCTIONS (Essential functions, as defined under the Americans with Disabilities Act, may include the following duties and responsibilities, knowledge, skills and other characteristics. Depending upon assignment, the incumbent may perform a combination of some or all of the following duties, which are a representative sample of the level of work appropriate to this classification.)
Develop, plan, and implement the goals and objectives of the administrative support function; recommend, implement, and administer policies and procedures; confer with management staff to identify information, financial, personnel, and materials needs and problems and develop overall goals and objectives of the division or department.
Supervise fiscal activities including accounts payable, accounts receivable, and payroll activities; coordinate the development and administration of the budget for the division or department; monitor and approve expenditures; identify and implement midyear adjustments.
Supervise or coordinate other administrative support activities including budget preparation and administration, personnel administration, management analysis, policy analysis, purchasing, contracting, employee training, property management, data processing, information management, office support, and other related services and functions.
Assign, supervise, and evaluate the work of assigned professional, technical, and clerical staff; participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
Represent the department or division on intergovernmental, intra-governmental, citizen, and other committees; evaluate operations and activities of assigned responsibilities; recommend and institute improvements and modifications; prepare various reports on operations and activities; plan and prioritize work objectives and outcomes.
Review and analyze current information regarding administrative support services and related County policies and procedures; prepare and revise policies and procedures; conduct studies, compile information, and prepare oral and written reports on findings.
Perform related duties as assigned. |

Supervision Received and Exercised:
|
Receives general direction from department or division manager.
Exercises direct supervision over a staff typically composed of five to twelve (5 to 12) professional, technical, and clerical staff. |

Knowledge/Skills/Abilities Required:
|
Principles and practices of administrative support services administration in the public sector, including methods and techniques used in financial administration, personnel administration, strategic planning, project management, information management, public relations, purchasing, and contracting.
Pertinent Federal, State, and local laws, codes, and regulations.
Principles and practices of organization, administration, and budget preparation and administration.
Principles and practices of supervision, training, and personnel management.
Modern office procedures and computer equipment applications.
Organize, direct, and implement a comprehensive administrative support program.
Effectively administer a variety of administrative support activities.
Identify and secure revenue for department and division operations.
Analyze, evaluate, and modify operating methods and procedures.
Interpret and apply Federal, State, and Local policies, procedures, laws, and regulations.
Prepare and administer a complex division budget.
Collect, compile, and analyze information and data.
Make sound decisions based on research and analysis.
Supervise, train, and evaluate assigned staff.
Communicate effectively, both orally and in writing.
Establish and maintain cooperative working relationship with those contacted in the course of work. |

Minimum Qualifications Required for Entry:
|
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Three years of responsible administrative support experience including one year of lead or supervisory experience, AND
Training: Equivalent to a bachelor's degree from an accredited college with major course work in business administration or a related field. |
