To perform a variety of advanced professional administrative and/or technical support activities within a division or department; to provide management support services in the areas of: contracts management, data processing, information management, management analysis, personnel administration, finance, purchasing, office support, and other related services and functions; to plan, organize, and supervise administrative and/or technical support activities within a division or department; to provide complex staff assistance to assigned manager.

This is the advanced journey-level class within the Administrative Analyst series. Employees within this class are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including exercising direct supervision over professional and/or technical staff. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility and to exercise direct supervision over a small group, typically consisting of one to four (1-4) professional, technical, and clerical workers. This class is distinguished from the Administrative Services Officer in that the latter is responsible, at the department or major division level, for a larger staff, organizational policy development, strategic planning, and for the coordination of intra-divisional, interdepartmental, or interagency special projects.

 Examples of Duties:
ESSENTIAL FUNCTIONS (Essential functions, as defined under the Americans with Disabilities Act, may include the following duties and responsibilities, knowledge, skills and other characteristics. Depending upon assignment, the incumbent may perform a combination of some or all of the following duties, which are a representative sample of the level of work appropriate to this classification.)

Coordinate the development of the budget; gather data and prepare budget forms; project revenues and expenditures; monitor budget throughout the year; assist in identifying, preparing, and processing budget modifications; prepare revenue and expenditure reports; coordinate the accounts receivable and accounts payable functions.

Coordinate fiscal activities including accounts payable, accounts receivable, and payroll activities; coordinate the development and administration of the budget within the division or department; monitor and approve expenditures; identify midyear adjustments.

Confer with management staff to assist in identifying financial, personnel, and materials needs and problems; attend meetings at manager's direction; serve as liaison between the manager, the public, and other County agencies; coordinate administrative or program-related projects within the division or department and with outside agencies; respond to correspondence; research and respond to citizen complaints and questions.

Prepare contracts in accordance with division, department, and County requirements; implement and maintain contract tracking system; process contracts and respond to requests for information about contracts and their status.

Review and analyze current information regarding administrative support services and related County policies and procedures; prepare and revise policies and procedures; conduct studies, compile information, and prepare oral and written reports on findings.

Assign, supervise, and evaluate the work of assigned professional, technical, and clerical staff; participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

Perform related duties as assigned.

 Supervision Received and Exercised:
Receives direction from administrative or management staff.

Exercises direct supervision over a staff typically composed of one to four (1 to 4) professional, technical, and clerical staff.

 Knowledge/Skills/Abilities Required:
Principles and practices of administrative support services administration in the public sector, including methods and techniques used in financial administration, personnel administration, project management, information management, purchasing, and contracting.

Pertinent federal, state, and local laws, codes, and regulations.

Principles and practices of organization, administration, and budget preparation and administration.

Principles and practices of supervision, training, and personnel management.

Modern office procedures and computer equipment applications.

Organize, direct, and implement a comprehensive administrative support program.

Effectively administer a variety of administrative support activities.

Analyze, evaluate, and modify operating methods and procedures.

Interpret applicable laws, rules, and regulations.

Prepare and monitor a complex budget.

Collect, compile, and analyze information and data.

Supervise, train, and evaluate personnel.

Communicate effectively, both orally and in writing.

Establish and maintain cooperative working relationship with those contacted in the course of work.

 Minimum Qualifications Required for Entry:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Three years of responsible administrative support experience, one year of lead or administrative experience preferred, AND
Training: Equivalent to a bachelor's degree from an accredited college with major course work in business administration or a related field.
