To plan, organize, and coordinate joint affirmative action activities for Multnomah County and the City of Portland; and to perform a variety of technical tasks relative to assigned area of responsibility.

 Examples of Duties:
ESSENTIAL FUNCTIONS (Essential functions, as defined under the Americans with Disabilities Act, may include the following duties and responsibilities, knowledge, skills and other characteristics. Depending upon assignment, the incumbent may perform a combination of some or all of the following duties, which are a representative sample of the level of work appropriate to this classification.)

Administer the activities of the City and County Affirmative Action Program; prepare goals and objectives for the program; review decisions related to affirmative action; advise management, County Counsel, City Attorney's Office, policy making boards, and others on related laws, regulations, and applicable program policies; review program goals with management.

Review and evaluate policies and procedures for program compliance; recommend revision to policies and procedures to comply with the affirmative action programs.

Investigate complaints of discrimination and harassment; resolve and negotiate solutions to complaints; monitor and evaluate recommended solution.

Prepare and forward affirmative action compliance data to appropriate agencies; maintain records and data on programs; develop and maintain auditing systems and controls to measure compliance.

Develop action plans to meet affirmative action and equal employment opportunity goals; develop training material for managers and supervisors; train staff on affirmative action and equal employment opportunity rules, regulations, policies and procedures.

Provide employment counseling for applicants and employees; monitor hiring process to ensure nondiscriminatory hiring practices.

Serve as liaison with community groups and compliance reviewers; provide information on the City and the County affirmative action program.

Prepare various reports to monitor and implement the affirmative action program.

Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for requests; monitor and control expenditures.

Perform related duties as assigned.

 Supervision Received and Exercised:
Receives administrative direction from the Director, Department of Support Services and the Mayor of the City of Portland.

Exercises direct supervision over assigned professional, technical, and clerical staff.

Supervise, train, and evaluate assigned staff.

Deal constructively with conflict and develop a consensus.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain cooperative working relationships with those contacted in the course of work.

 Minimum Qualifications Required for Entry:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Four years of increasingly responsible affirmative action experience including one year of supervisory and administrative program experience, AND

Training: Equivalent to a Bachelor's degree from an accredited college or university with major work in business, public, or personnel administration or a related field.
