To coordinate and perform specialized, complex, challenging, contentious, and evasive personal property tax cases. Collecting real property machinery, equipment, and utility delinquencies. Examples of responsibilities include duties such as researching and locating delinquent personal property taxpayers and the personal property; delivering tax bills, serving warrants, initiating garnishments, seizing and selling property, and collecting delinquent taxes within the guidelines of Oregon statutes, ordinances, and regulations; and performing related technical duties.

 Examples of Duties:
(Essential functions, as defined under the Americans with Disabilities Act, may include the following duties and responsibilities, knowledge, skills and other characteristics. Depending upon assignment, the incumbent may perform a combination of some or all of the following duties, which are a representative sample of the level of work appropriate to this classification.)

Manage, with administrative supervision, a caseload of delinquent personal property tax accounts including taxes delinquent from prior years and perform duties working independently such as prioritizing efforts, initiating payment relationships and enforcement actions, analyzing and reviewing paper and electronic case files, determining appropriate communication and enforcement actions, and scheduling follow-up.

Conduct investigations to locate debtors, their assets, and/or property when a site has been vacated or property sold and utilize various government databases, credit bureaus, internet websites, directories, microfiche indexes, transaction records, or personal interviews.

Prepare business, statistical, and production related reports for matters such as estimating special project costs, monitoring volume and dollar amounts of delinquent accounts, compiling caseload management reports, or providing reports to leasing companies and leasehold property owners.

Coordinate and conduct seizures and auctions of personal property. Also, identify, designate, and document for administrative approval uncollectible cases for write-off by the BCC.

Coordinate efforts with the personal property appraisal staff to share information, establish validity of assessments, initiate corrections to the tax roll, or determine the liquidation value of properties to determine cost effective options. Also, maintain relationships with the County’s Attorney’s office.

Coordinate and perform customer service duties such as communicating with taxpayers, attorneys, secured creditors, government officials concerning the status and disposition of delinquent property tax accounts, the consequences of nonpayment, and collection procedures.

Manage and coordinate special business computer collection projects involving research or enforcement efforts.

Coordinate and serve as a resource or trainer regarding matters such as statutory requirements, prioritizing collection efforts, difficult debtor relations, investigation roadblocks, policy decisions, foreclosure technicalities, and legislative and technological developments.

Participate in continuous improvement processes involving matters such as sharing new learning, identifying processes that may benefit from enhancement, and researching and communicating suggestions on better methods.

Perform related duties as required.

Rules, policies, and procedures regarding collections of delinquent taxes.

Laws, ordinances, and rules involving bankruptcy proceedings.

Oregon statutes regarding personal property taxes.

Various records available to tracing taxpayers. Microfiche research processes.

Requirements for implementing garnishment proceedings.

Communicate complex tax, credit, and collection laws and procedures.

Ability to gain a solid understanding of A&T sections and units.

Coordinate and/or work complex verifications and resolutions.

Resource on A&T division and section processes and procedures.

Ability to learn to evaluate and implement program improvements.

A&T technical office procedures, methods, and computer equipment and software.

Understand and follow complex oral and written instructions.

Meet the public and represent the County in a professional manner.

Demonstrate firmness and tact in establishing and maintaining effective working relationships.

Coordinate multiple tasks involved in the seizure of personal property.

Skills in customer service listening and problem solving.

Ability to work independently and as a team leader and team member.

Understand Federal bankruptcy laws.

Organize record keeping systems.

Ability to pass a criminal background and security clearance.

Intermediate skills in MS Office, Excel, and Access, and in specialized software.

Keyboarding and 10 key proficiency.

Knowledge of cash handling and cashiering.

 Minimum Qualifications Required for Entry:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Three years of responsible collection experience in a property, assessment and/or taxation related field or equivalent. Government experience desirable, AND

Education: Equivalent to the completion of the twelfth grade supplemented by additional experience and/or college-level courses in collections, business, accounting, or a related field.

License or Certificate: Possession of, or ability to obtain, an appropriate and valid Oregon driver's license.
