To perform field supervision over a small group of Animal Control Officers engaged in the enforcement of city, county, and state domestic animal laws, and perform a variety of related administrative duties as assigned. Employee performs the duties of an Animal Control Officer primarily for relief purpose, in connection with training, or in dealing with unusually difficult cases.

 Examples of Duties:
ESSENTIAL FUNCTIONS (Essential functions, as defined under the Americans with Disabilities Act, may include the following duties and responsibilities, knowledge, skills and other characteristics. Depending upon assignment, the incumbent may perform a combination of some or all of the following duties, which are a representative sample of the level of work appropriate to this classification.)

Assist the Animal Control Supervisor by providing oversight over work in the field and reviewing reports submitted by Animal Control Officers.

Provide assistance in the field or by radio in emergency situations.

Perform duties as an Animal Control Officer when required.

Assist the Animal Control Field Supervisor in planning, scheduling and directing ongoing training.

Act as liaison between Animal Control Division and other County agencies on matters related to Animal Control field operations such as processing of citations, court orders and warrant; appear in court and hearings as needed.

Act in relief capacity for the Animal Control Field Supervisor.

Investigate public complaints concerning the acts of individual Animal Control Officers and other field operations personnel.

Perform related duties as assigned.

 Supervision Received and Exercised:
Receives direction from the Animal Control Supervisor.

Exercises functional and technical supervision over other Animal Control Officers and Animal Control Aides.

 Knowledge/Skills/Abilities Required:
Laws and ordinances pertaining to animal control, search, seizure and animal collection procedures.

Dealing with animal emergencies and situations involving difficult people.

Principles and procedures of Animal Control Field operations.

Methods and techniques of animal control law enforcement and conflict resolution.

Principles of supervision, training and performance evaluation.

Current humane ethics, philosophies and techniques of animal care and handling.

Animal identification and behavior.

Supervise employees, providing information, guidance and assistance.

Communicate clearly and concisely, both orally and in writing.

Perform physical maneuvers necessary in controlling animals and to lift and carry at least 60 pounds.

Develop and maintain productive liaisons with various interest groups; speak in public and provide information to such groups.

 Minimum Qualifications Required for Entry:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Two years of increasingly responsible animal control experience, one year of which includes service as an Animal Control Officer with Multnomah County, AND

Training: Equivalent to an associate of arts degree from an accredited college with course work in law enforcement, animal care or a related field.

License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license. Ability to obtain and maintain commission from the Multnomah County Sheriff as a Special Deputy.
