To plan, organize and supervise the operations of Library stack or circulation services; and to perform a variety of technical tasks related to assigned function.

 Examples of Duties:
ESSENTIAL FUNCTIONS (Essential functions, as defined under the Americans with Disabilities Act, may include the following duties and responsibilities, knowledge, skills and other characteristics. Depending upon assignment, the incumbent may perform a combination of some or all of the following duties, which are a representative sample of the level of work appropriate to this classification.)

Assign, supervise, and review the staff assigned to perform stack or circulation services.

Develop, plan, and implement section goals and objectives; recommend, implement and administer policies and procedures.

Direct and oversee the development of the section work plans; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.

Prepare section budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; administer the approved budget.

Participate in the selection of staff; assign, supervise, and evaluate the work of assigned employees, provide or coordinate staff training; work with employees to correct deficiencies; implement disciplinary procedures.

Analyze and resolve policy and procedural problems; advise staff, the public and other parties concerned on policies, rules and regulations; investigate complaints and recommend or institute corrective action.

Review and analyze current information regarding Library stack or circulation services; prepare and revise policies and procedures.

Conduct studies; compile and analyze information and prepare oral and written reports on findings.

Research and make recommendations on acquisition of equipment; negotiate contracts with a variety of vendors and service providers; obtain equipment and facilities maintenance and repair.

Review personnel, payroll, purchasing and accounting documents.

Serve as liaison between the manager, the public and other agencies. May coordinate projects that affect stacks or circulation services systemwide.

Perform related duties as assigned.

 Supervision Received and Exercised:
Receives direction from management staff.

Exercises direct supervision over assigned supervisory, clerical and service staff; may also supervise the activities of volunteer staff.

 Knowledge/Skills/Abilities Required:
Principles, practices and procedures of large urban, multi-agency library system.

Methods and practices of stack or circulation services.

Budgeting procedures and techniques.

Principles and practices of supervision, training and personnel management.

Pertinent federal, state, and local laws, codes and regulations.

Modern library procedures, methods and computer equipment.

Organize, direct and implement a comprehensive library stack or circulation services system.

Perform supervisory work involving the use of independent judgment and personal initiative.

Prepare and administer a budget.

Interpret and apply Federal, state and local policies, procedures, laws, and regulations.

Supervise, train, and evaluate assigned staff, both paid and volunteer.

Understand the organization and operation of the Library and outside agencies as related to stack or circulation services.

Develop and revise complex staffing schedules.

Collect, compile, and analyze information and data.

Make sound decisions based on research and analysis.

Develop, administer, and evaluate library support processes and procedures.

Respond to requests and inquiries from employees and the public, including handling difficult or irate people.

Communicate clearly and concisely, both orally and in writing.

Work tactfully and courteously with those contacted in the course of work.

Meet the public and represent the County in a professional manner.

 Minimum Qualifications Required for Entry:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Two years of increasingly responsible library support experience; and either, two years of lead or supervisory experience, AND

Training: Equivalent to an Associate of Arts degree from an accredited college with major coursework in management and supervision.
