The Health Department is seeking a Quality Improvement Specialist (Program Development Specialist Sr.) to serve in the Systems & Quality Program. This position will direct, supervise, coordinate, evaluate and participate in the implementation and maintenance of quality improvement (QI) activities for the purpose of improving the public health system of Multnomah County. The position will assist with systems mapping, receiving and tracking QI requests for assistance, providing on site technical assistance to Community Health Services areas and partners utilizing the full range of performance improvement tools, documenting and evaluating quality/process improvement (QI/PI)projects and activities, training CHS staff and other public health system partners regularly in QI/PI concepts and tools, and developing policies and procedures that support quality improvement. This position also maintains a status grid of all major QI/PI projects in progress including deliverables and lessons learned. Actively works with Health Department clinical leadership, directors, managers, supervisors, and other staff, in the development and implementation of quality efforts, including preparation, risk monitoring, and reduction for the public health system. This Quality Improvement professional will also act as a facilitator and mentor for Department and non-Department teams as it relates to quality improvement.

 To Qualify:
Experience: Five years of increasingly responsible and major program development and policy analysis experience at the equivalent division or Department level.

Training: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in public administration, business, statistics/math or a related field.

Preferred Experience: ­ Five years experience in quality and performance improvement, or other data-based improvement areas. Certificate in quality improvement from a credible organization, such as the American Society for Quality, or continuing education credits from an accredited institution. A Master degree is highly desirable.

Additional Requirements:
- Thorough, working knowledge of effective quality improvement (Ql) tools and 
  processes; and performance measurement
  and management tools and methodologies.
- Thorough knowledge of resources available to support Ql.
- Ability to effectively evaluate/assess Ql needs, develop policies, and write plans
  and procedures to implement processes to implement QI processes.
- Ability to effectively analyze programs’ goals and objectives to determine   
  compliance or non-compliance with performance
  measures and take appropriate action; identify program deficiencies or delivery
  problems, and develop corrective action
  strategies, particularly in support of QI and performance management goals.
- Able to explain and teach personnel re: the concepts, processes and tools of
  quality improvement.
- Experience with the concepts, tools, documentation and processes of quality
  improvement.
- Experience with public health.
