Job Title: Sr Manager of IT Planning, Projects & Portfolio Management
Salary: $93,199.10 - $130,478.52 Annually

The Senior Manager of IT Planning, Projects and Portfolio Management provides essential leadership in driving the administrative functions of IT across the County. This person will play a key role in influencing and leading change, growth and efficiency around IT Planning, Project Delivery and overall Portfolio Management in a complex environment. This includes developing and implementing standards and best practices for project management, budgeting, procurement, contracting, vendor management and governance. This person will have an opportunity to be an integral member of a dynamic senior management team.

People Management/ Administration:

The successful candidate will be responsible for forging and maintaining relationships with departments across the County and being recognized as both facilitator and liaison for IT. This person will also be challenged with leading a staff of 10-15 in Project Management, Contracting, Administration and Budget.
•           Able to work collaboratively with senior IT management team
•           Able to successfully navigate and manage teams in a highly matrixed environment
•           Be the direct link to Human Resources regarding administration and process for employees. Will include, but not be limited to: New employee orientation, Job classifications, Internal and external communication via various mediums including the internet, Employee grievances (Labor relations)

Budget:

This manager will be responsible for evaluation of existing processes and identifying opportunities to streamline and develop best practices and/ or standards to improve efficiencies.
•           Will oversee the budget process including analysis of data to be presented to senior IT management team to make better business decisions
•           Coordinate the annual budget process of IT across the county including expense, revenue and management of customer billing process. ($40 M annual budget)
•           Able to effectively lead and facilitate the work of the IT Advisory Board, which includes a customer representative from each department in the County
•           Secure competitive cost, quality, timeliness of administrative services for IT, which includes:
o           Financial analysis and reporting
o           Asset tracking
o           Grant administration
o           Contract negotiation and management
o           Vendor management
o           Procurement
o           Human Resources
o           Travel and training

Process Improvement and Standards:

Competency, productivity and efficiency are at the heart of IT at the county. You will work closely with the senior IT management team in evaluating and recommending changes or additions to existing or new best practices and standards in how IT delivers services to customers. This manager must also be cognizant of maintaining a competitive cost model with a continued focus on the end customer.
•           Thoughtful leadership around prioritization, optimization, standards and processes around project delivery within the Office of Information Technology
•           Recommend improvements and lead the implementation of improvements which will better meet the needs of IT and the end customer
•           Proven experience developing and leading project governance
•           Effectively establish and deploy standard methods, tools and technologies, as needed for improved efficiency and effectiveness in project management

Project Management and Portfolio Management:

Consistency in standards and methodology are critical in delivering successful projects across the County. This manager will be instrumental in leading the efforts to create a stronger project management and portfolio management organization. This manager will be tasked with:
•           Establish methodology, framework, standards, policies and procedures in overseeing the Project Management function for the Office of Information Technology
•           Create environment for successful project management by working directly with customers on risk, change and issue management
•           Provide direction and vision around business strategy and budget changes
•           Demonstrate technical comprehension and system knowledge to successful design, capture, formalize, document, integrate, version-control and evangelize on an enterprise level across the County.
•           Be responsible for driving definition and maintenance of customer focused service catalog of IT services
•           Identify opportunities for additional IT services offerings
•           Manage and maintain “funnel” of prioritized and funded demand for applications development and infrastructure requests
•           Liaise with customers to identify and measure actual business results on delivered projects to ensure satisfaction on the part of the customer

Contract and Vendor Management:

Projects are only as successful as the timeliness and cost effectiveness of the project. To ensure greater success, this manager will be challenged with helping to drive greater efficiency and accountability for contracts entered into with 3rd party vendors and the ongoing management of the contracts. This manager will:
•           Lead efforts to ensure consistency and cost effectiveness meet the needs of the County
•           Assess, develop and implement standards where appropriate
•           Develop and implement regular risk management reporting review sessions and escalate as appropriate

 To Qualify:
Experience:       Six+ years of industry-related operational experience and 8+ years of management supervisory experience. AND

Training:          Bachelor of Science degree OR equivalent combination of industry-related education and experience. AND

Other:             Ability to pass a criminal history check.
