The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a Bi-County Agency sanctioned by the state of Maryland to obtain, develop, maintain and administer a system of parks in Montgomery and Prince George's County, Maryland.  The Commission administers a park system of more than 52,000 acres.  This system includes stream valley parks, large regional parks, neighborhood parks and parks-school, natural resources, and historic sites.  The Finance Department, Purchasing Unit is seeking a Principal Procurement Specialist to develop and review complex specifications, IFBs and RFPS with a strong emphasis on construction.  The ideal candidate will work collaboratively with the Park Planning and Development Division (PP&D) to facilitate the movement of PP&D bid and contract documents.  This candidate will research, identify and facilitate the "riding" potential of existing contracts that other government agencies in the region may have in place.  This position will assist PP&D with procuring design and engineering services for landscape architecture, engineering, and architectural projects.  PP&D is looking for an experienced Principal Procurement Specialist to assist with developing bidding documents for a variety of project delivery methods including Design, Bid Build, Design Build, On-Call contracts, Pre-Qualified Contractor Schedules and Contract Furniture procurement.

 Examples of Important Duties:

1.  Assisting with Change Order tracking and contractor evaluations. 
2.  Negotiates complex contracts; 
3.  Develop bid specifications for the most complex types of services or equipment.  Monitor contractor performances, interprets contracts and suspend or terminate contracts as appropriate;
4.  Develops and implements policies and procedures for controlling purchasing through bids and purchase orders;
5.  Evaluates responses and makes award recommendations;
6.  Reviews contracts for compliance with policies.

 Minimum Qualifications:
1. Bachelor's degree in business administration, management, or related subject; and

2. Six years of progressively responsible administrative experience related to the needs of the department to which the position is assigned; or

3. An equivalent combination of education and experience.

 Supplemental Information:
The ideal candidate will have familiarity with a variety of construction procurement scenarios including low bid, pre-qualified bidding or qualification bidding.

The ability to understand and interpret the procurement standards of AIA, COAA and AGC construction agreements is strongly desired.
