ESSENTIAL JOB FUNCTIONS:

Checks out equipment (i.e., portable radio and vehicle); ensures the employee number as well as the assigned vehicle and radio numbers are entered into the computer system.  Patrols an assigned district to observe criminal and traffic violations; makes arrests and/or issues citations to violators.  Responds to calls from individuals needing police assistance (i.e., domestic disturbances, burglaries in progress, disturbances with weapons, traffic accidents, etc.); makes arrests and/or issues citations to violators when required.  Ensures crime scenes and related evidence are secured; records information received from victims, witnesses and suspects for inclusion in required reports or for use by the Detective Division.  Trains assigned Probationary Police Officers when serving as a Field Training Officer; completes a comprehensive field training manual to report the Probationary Officer's job performance.  Operates a City pool automobile in the performance of essential job functions.
 

MINIMUM QUALIFICATIONS AND ADDITIONAL REQUIREMENTS:

ELIGIBILITY REQUIREMENTS:  In accordance with the State of Arkansas Commission on Law Enforcement, the State of Arkansas Civil Service Statutes, and the Little Rock Civil Service Rules and Regulations, applicants for entry-level Police Officer must meet the following criteria (list is not all inclusive). Candidates must:

  1. Be at least twenty and one-half (20-1/2) years of age, but less than forty-six (46) on the written test date.  Candidates must be twenty-one (21) years of age but less than forty-six (46) to be hired.
  2. Have graduated from a standard high school or possess a high school equivalency certificate; i.e., General Education Diploma (G.E.D.).
  3. Have no felony convictions.
  4. Be of good moral character.
  5. Have acceptable vision (uncorrected visual acuity must not exceed 20/100 in either eye, correctable to 20/20 or better in each eye).
  6. Possess normal hearing and be free of any hearing defect which in the opinion of the physician would adversely affect performance of duty.  Hearing may be considered normal when a whispered conversation can be heard at 15 feet.
  7. Be a citizen of the United States at the time of hire.

All completed application documents will be sent to the LRPD for preliminary background check (including felony conviction, traffic record, and domestic abuse conviction).  Electronic notification will be sent to eligible applicants to self-schedule on-line for the written and physical ability exams.

SELECTION / HIRING PROCESS 
The Police and Human Resources Departments reserve the right to make additions, revisions, deletions, or sequential changes prior to any testing/selection component administration date(s).

Step 2 - Written Examination
   Only Individuals who have applied (Step 1) AND self-scheduled themselves on-line for a test date will be allowed to test.  Eligible applicants completing all electronic application documents (including supplemental questions) and passing the preliminary background checks will be sent electronic notification (e-mail) to self-schedule for the written exam (a Nationally Published Written Examination).  The written exam is pass /fail with a cut-off score is 70%.  The City of Little Rock's Human Resources Department will administer the job related written examination on the designated dates listed below.  Applicants who do not pass the written exam will not be eligible to participate further in the process.  A Writing Proficiency test will also be administered; however, the Writing Proficiency test will be scored later in the selection process (see Command Staff Interview - Step 7).  The writing proficiency test is pass/fail to ensure hired applicants have a basic writing proficiency level.

Written Exam Dates:   January 26, 27, 28 and 30, 2012

Step 3 - Physical Ability Test (PEAT) The Physical Ability test will be administered after notification of written test results.  Applicants will self-schedule on-line for the PEAT testing.  This test is designed to determine physical capabilities related to the work of a Police Officer.  A detailed list describing each task to be performed is available at:
 http://clrweb.littlerock.state.ar.us/hr_support/Police/LRPD_Application_Site_Page.htm.  Applicants passing the written exam will receive the background investigation book / link with their written test results.  The completed background investigation book must be submitted at the time of the Physical Ability test.

Step 4 - Structured Interview  Applicants must pass the written exam, physical ability test and preliminary background investigation to participate in the structured interview component.  Eligible candidates will be notified electronically to self-schedule on-line for the Structured Interview. The Structured Interview may be audio-recorded.  Candidates are required to score 50% or above to be considered passing.  Passing candidates will then be ranked according to their Structured Interview scores.  The following competencies may be addressed:  stress tolerance, adaptability, problem solving, tolerance, commitment, and verbal communication skills.

Step 5 - Background Investigation (Phase II)  Background investigations will be conducted in order of the ranked list.  LRPD will verify the background books are complete and review the books to identify any immediate disqualifiers.  LRPD will disqualify any applicant: (1) who fails to submit a complete background book, (2) who fails to submit any required documentation after a reasonable amount of time, and (3) whose book contains self-evident immediate single factor disqualifiers.  

  1. Original Birth Certificate;
  2. Original High School diploma or Original GED certificate, or official high school transcript;
  3. Original DD-214 military discharge (if applicable).

More specific information concerning these documents will be included in the notice to applicants that pass the written exam. Supplemental background information may be continuously obtained and reviewed until date of hire.

Step 6 - Polygraph / Conditional Offer of Employment  LRPD will give eligible applicants (based on the number of applicants needed to provide LRPD an adequate recruit school size) a conditional offer of employment, before administration of the polygraph.  Successful applicants will proceed to the final step.

Step 7 - Final Step
Final/Full Background Investigation / Command Staff Interview
  
The LRPD will then conduct the full background investigation on all eligible applicants (those who have successfully passed through all previous steps).  A final Command Staff Interview will be conducted by the Chief’s designees.   The Command Staff Interview, including the Writing Proficiency test, will be pass/fail, with candidates ranked based upon the Structured Interview Scores (Step 4).

PRE-EMPLOYMENT SCREENINGS
Drug-Alcohol Test / Medical Evaluation / Psychological Exam  A final offer of employment will be contingent upon passing the complete medical evaluation, including vision and hearing assessments, drug/alcohol screening, and the psychological exam (at the City’s expense and conducted by the City’s physicians).

Civil Service Certification   Ranking of candidates will be based on the Structured Interview score.  Based upon rank and projected vacancies, a list of candidates will be certified by the Little Rock Civil Service Commission as eligible for hire.  Final hire is contingent upon results of the drug/alcohol screening, psychological exam, and medical-physical exam.

Vacancies / Hiring When a decision has been made to fill a vacancy, the Police Chief will select one of the three (3) candidates standing highest on the eligibility list to fill the vacancy.
