Plans, organizes, and directs the staff and activities of the City Library; directs the informational, instructional, recreational, and research services of the Library to meet the needs of the community.

Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, nights, weekends, and responding to customer issues.

Full-time regular, exempt position.

 Duties and Responsibilities:
·         Plans, develops, organizes, implements and manages Library operations and staff in delivering educational, recreational and informational services to the general public through a fixed-site facility and a bookmobile service to outlying areas; provides leadership to assure that Library services are provided in alignment with the City's strategic goals and policies.
·         Directs the managers and staff through appropriate delegation, guidance and work supervision;; develops priorities and assigns tasks and projects; assures that all issues are addressed and resolved; meets regularly with staff to discuss and resolve workload and technical issues; develops staff skills and training plans; counsels, trains and coaches staff; implements corrective actions and evaluates the performance of staff.
·         Develops, evaluates and implements department goals, objectives, policies and procedures; assures departmental activities are in compliance with all laws, policies, regulations, timelines and goals; evaluates and analyzes issues, and recommends and implements solutions to meet the needs of the community and assure efficient operations and cost-effective practices; anticipates problems and pursues solutions:
·         Manages the collection, analysis and reporting of operational, budget and financial data; prepares and reviews reports of library activities, operations and procedures; analyzes future needs and forecasts resource requirements; directs and coordinates special projects.
·         Develops and evaluates City Library and Information Systems goals, objectives, policies and procedures; directs the development and administration of Library collections, budgets, policies, projects and programs to effectively and efficiently deliver Library services to the City residents.
·         Develops and monitors department budget, approves budget expenditures; prepares special and recurring reports; prepares and reviews operational analyses of program costs, revenue streams, fees, and revenue enhancement opportunities.
·         Monitors trends in library practices, and recommends operational and policy improvements; monitors operations and evaluates programs, services, and activities to assure they are meeting the needs of customers, and to identify and resolve problems and priorities.
·         Represents the Library to other City departments, elected officials and outside agencies; explains and interprets programs, policies, and activities; negotiates and resolves sensitive and significant issues; promotes the Library and its services to the community; works with the Library Advisory Board, City staff, and Public Services Director to develop and implement library policies, strategic plans and service goals; coordinates operations with community service organizations, the New Mexico Library Association and the New Mexico Municipal League.
·         Maintains expertise in field of service through participation in applicable educational opportunities.

 Minimum Qualifications:
Masters Degree in Library Science five years public library management experience, including three years supervisory/management experience. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

Certification as a Professional Librarian in the State of New Mexico is required within 90 days of hire date.

 Knowledge, Skills, and Abilities:
Considerable Knowledge of:  City library organization, procedures, technology, practices and trends; state and Federal resources for Library programs; principles and practices of administrative management, including personnel rules, budgeting, strategic planning and effective employee supervision; techniques and practices for efficient and cost effective management of resources; principles and practices of managing a library collection; program planning and management principles; policies, rules and regulations governing the conduct and safety of library programs and facilities; library classification, cataloging, and acquisition protocols; techniques and protocols for researching a wide variety of online bibliographic databases; business and personal computers, and specialized software applications; City municipal code, policies and procedures.
Skills in: Supervising, training and coordinating staff; assessing and prioritizing multiple tasks, projects and demands; working within deadlines to complete projects and assignments; understanding and applying program standards and procedures, applicable Federal rules and regulations, and County policies and procedures; assessing community needs and developing solutions; developing, coordinating and conducting library programs and activities; using initiative and independent judgment within established procedural guidelines; utilizing and evaluating automated library systems and computer equipment; identifying library collection issues and developing suggestions for enhancements; providing customer services to and interacting with people of different social, economic, and ethnic backgrounds.
Ability to: Define problems, collect data, analyze information, and make logical conclusions based on facts; assess and prioritize multiple tasks, projects and demands; communicate effectively in verbal and written forms; establish and maintain effective working relations with co-workers and customers; interpreting and applying Library standards and City policies and procedures.
