Performs systems analysis, designs, integrates, programs, documents and implements applications that are administrative or business oriented in nature using current site installed versions of the City’s ERP.

Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues.

This is a regular, full-time, FLSA exempt position.

 Duties and Responsibilities:
  • Participates in all phases of software and application design, development, and implementation; develops and documents functional and performance specifications; develops test plans, and handles production issues; develops and documents business appropriate solutions as needed in efforts to increase systems functionality, user, and organizational effectiveness.
  • Refines, customizes, and develops products to include various forms, reports, SQL, PL/SQL, and Visual Studio applications to meet user needs.
  • Analyzes and documents user’s business requirements, solutions for data extraction and integration, and identifies issues to provide creative, business appropriate solutions in efforts to enhance performance, data integrity, customer satisfaction and functionality.
  • Establishes access to the ERP system via Web Services (wsdll’s) by using the ERP canned solutions or integration into the City Web Site to facilitate user login and security of data.
  • Identifies, captures, analyzes, and documents data elements, sources, and formats to produce requirements for further development of the ERP.
  • Applies facilitation skills and a variety of interviewing and research techniques to capture baseline and future ERP requirements.
  • Provides business and technical recommendations to ensure the complete capture of knowledge leading to systems development, opportunity identification, and strategy modernization.
  • Documents the procedures, techniques, and methodologies followed in the development of requirements to ensure repeatability and avoid redundancy identifying pertinent and factual information to demonstrate added value and savings for the client.
  • Provides analysis, including data gathering, trend and gap analysis, related to ERP implementation to develop and propose solutions to better protect against mitigated risk.
  • Coordinates with infrastructure, database, and quality assurance teams to ensure proper unit, system, user acceptance, and performance testing.
  • Maintains, develops, prepares, and presents various special and recurring reports, proposals, and applications in accordance with established goals and procedures.
  • Conducts research and fact-finding to advance knowledge of applicable business systems and industry requirements in efforts to define future development opportunities.
  • Conducts periodic audits and code review of applications software processes and procedures to ensure procedural compliance and maximum efficiencies.

 Minimum Qualifications:
Bachelor’s Degree in Computer Science, Information Technology, Management Information Systems, or related field AND five (5) years recent experience in the Information Technology field to include two (2) years ERP applications development work experience in a Microsoft multi-server network; two (2) years experience using SQL Server; two (2) years experience developing software in Microsoft Visual Studio. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
Licenses/Certification(s)
Valid Class D driver’s license may be required or preferred. If applicable, position requires an acceptable driving record in accordance with City of Las Cruces policies.  Certification as a Microsoft Certified Technology Specialist is required.

 Knowledge, Skills, and Abilities:
General Knowledge of: Computer hardware and software, specifically ERP modules, applications and programming, reporting and querying tools; ERP application development; data management; design, coding, testing, deployment, and maintenance principles of Windows-based software applications; current versions of Microsoft Visual Studio, Microsoft SQL Server, and Crystal Reports; writing and testing code, testing system functionality, resolving anomalies, researching and implementing new features for systems and applications; systems software, protocols, and standards in the Microsoft environment; tools and techniques of project management; troubleshooting techniques for network hardware, software and peripheral equipment; database systems integration, quality assurance procedures, and documentation of data sets; system access and security guidelines and procedures; City organization, operations, policies and procedures.
Ability to:   Apply business and data modeling principles and methods to technical problems to arrive at automated solutions; assess and prioritize multiple tasks, projects and demands; meet project schedule requirements; work effectively with users, technical personnel and consultants to achieve stated objectives; conduct research, prepare and present reports and recommendations; establish and maintain effective working relations with co-workers and customers; work effectively independently and in a team environment; communicate effectively in verbal and written forms; develop technical documentation; exercise initiative and independent judgment within established procedural guidelines; respond effectively to customers.
Skills in: Using required software programming languages; developing computer applications using several programming languages and operating systems including Crystal reports, SQL, and Microsoft Visual Studio; analyzing, identifying and implementing solutions to technical problems; analyzing system and equipment malfunctions and determining effective solutions; responding effectively to customers; assessing and prioritizing multiple tasks, projects and demands; reading, interpreting, and communicating technical instructions; compilation, analysis, and presentation of technical and statistical information;using initiative and independent judgment within established procedural guidelines; effective verbal and written communication; establishing and maintaining effective working relations with co-workers and the public.
