Develops, supports and manages ERP related applications and functions to ensure availability, performance and security consistent with City goals, industry best practices, and regulatory requirements. 

This is a full-time, regular, FLSA non-exempt position which involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues.

 Duties and Responsibilities:
  • Provides and maintains application configuration, security, interface, access and performance support to the user community to ensure high levels of availability, performance, and security.
  • Coordinates testing of applications, upgrades and functional changes with applicable staff members to enhance ERP application efficiency.
  • Documents, and maintains policies, procedures and associated training plans for applications, their development and appropriate use.
  • Maintains, develops, prepares, and presents various special and recurring reports and applications in accordance with established goals and procedures.
  • Monitors work orders for timely resolution to determine if patterns exist to indicate issues requiring research, testing and development.
  • Provides primary correspondence to vendors of user issues in efforts to track and promptly resolve problems.
  • Researches, develops, and monitors status of ERP enhancement requests to ensure prompt resolution.
  • Assists with resolving ERP related software issues to minimize negative impacts to the end user.
  • Conducts desk audits of various ERP applications to ensure the correct functionality is being utilized and the integrity of the ERP is being maintained.
  • Performs advanced technical work in coordination with applicable staff to enhance and maintain system performance and integrity.
  • Retains and tracks documentation related to ERP configuration, licensing agreements, and maintenance changes in accordance with established procedures.
  • Recommends, schedules, and performs software and hardware improvements, upgrades, patches, reconfigurations, and/or purchases to maintain system integrity and promote increased functionality.
  • Conduct research on emerging products, services, protocols, and standards to support of systems software procurement and development efforts.
  • Participates in and supports capacity planning and development of long-term strategic goals for systems and applications to meet established objectives.

 Minimum Qualifications:
Bachelor’s Degree in computer science, management information systems, or related field AND two years ERP applications development work experience in a Microsoft multi-server network. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

 Knowledge, Skills, and Abilities:
General Knowledge of:  Computer hardware and software, specifically ERP applications and programming;
ERP application development and administration functions; data management; writing and testing code, testing system functionality, resolving anomalies, researching and implementing new features for systems and applications; systems software, protocols, and standards in the Microsoft environment; tools and techniques of project management; principles of maintaining network operating domains, relational databases, and windows-based software applications; troubleshooting techniques for network hardware, software and peripheral equipment; database systems integration, quality assurance procedures, and documentation of data sets; system access and security guidelines and procedures; City organization, operations, policies and procedures.
Ability to:   Prioritize tasks, meet project schedule requirements; work effectively with users, technical personnel and consultants to achieve stated objectives; conduct research, prepare reports and recommendations; establish and maintain effective working relations with co-workers and customers; communicate effectively verbally and in writing; exercise initiative and independent judgment within established procedural guidelines; responding effectively to customer service requests.
Skills in:  Using required software programming languages; developing computer applications using several programming languages and operating systems; analyzing, identifying and implementing solutions to technical problems; analyzing system malfunctions and determining effective solutions; responding effectively to customer service requests; assessing and prioritizing multiple tasks, projects and demands; interpreting technical instructions; using initiative and independent judgment within established procedural guidelines; effective oral and written communication; establishing and maintaining effective working relations with co-workers.
