Administers the websites to provide accurate, timely and accessible information about the City and department services; assures the functionality and stability of the sites.

This is a full-time, contract, FLSA exempt position which involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues.
 

 Duties and Responsibilities:
  • Administers and maintains the City of Las Cruces websites and private intra-net sites; performs technical work that includes developing, programming, maintaining, and improving web-based applications; troubleshoots web sites, and updates web site content, links and web templates.
  • Provides recommendations in relation to website navigation, usability and accessibility; designs and documents interface features for web applications.
  • Monitors system environment, access, functionality and utilization; resolves traffic, security and access problems; assures optimum performance and system integrity; detects and corrects software errors; prepares and presents various special and recurring reports.
  • Trains and supports staff with the functional use of websites and intra-net sites; assists staff to develop departmental web pages within established standards; coordinates the content and design of the City websites within the scope of authority; develops templates for departments and documents computer standards.

 Minimum Qualifications:
Bachelor’s Degree in computer science, management information systems, or related field AND one (1) year of experience maintaining web pages and web-based application programs. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

 Knowledge, Skills, and Abilities:
Basic Knowledge of:  Database and website administration principles and techniques; network system access and security guidelines and procedures; computer programming languages, technologies and protocols; computer graphic design techniques and application packages; contemporary web technologies to include secure on-line transaction-based processing; Microsoft Windows W2K/XP; Web-based development tools including HTML/XML, Active Server Pages (ASP), content management systems,   SQL Server, SQL, RSS feeds, Ruby on Rails, JAVA and JavaScript; electronic publishing tools and techniques and index methodologies; software applications that run on the Internet, including on-line financial transactions, search engines, counters, guest books, browsers, databases, and plug-ins; techniques and procedures for coding, testing and debugging computer software programs; principles of network operating domains, relational databases, and windows-based software applications; network topologies and protocols, and Internet technical knowledge base services; database systems integration, quality assurance procedures, and documentation of data sets; system access, content management systems, photo editing and graphic arts software, and security guidelines and procedures; City organization, operations, policies and procedures.
 Ability to:   Assess and prioritize multiple tasks, projects and demands; adhere to established design and coding standards; communicate effectively in verbal and written forms; establish and maintain effective working relations with co-workers and customers; interpreting technical instructions and analyzing complex variables; exercise initiative and independent judgment within established procedural guidelines; responding effectively to customer service requests.
 Skills in:  Using required software programming languages; using object-oriented programming applications, and database interface programming; solving technical problems involving integrated operating systems and hardware platforms; troubleshooting computers and software applications; assessing and prioritizing multiple tasks, projects and demands.
