Performs general Telecommunication activities such as data communications, voice systems, wiring installations and maintenance. Assist on development and maintenance of Telecommunications systems and computer hardware & software, including, testing, documenting, implementing and maintenance for applications and systems programs.

 Job Description:
KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of personal computer hardware, network, and peripherals.
  • Knowledge of structured cabling systems for LAN.
  • Knowledge of network server operating systems to include 2000 & 2003.
  • Knowledge of PC software operating systems to include: Windows 98, 2000, XP, and applications, such as: MS Office, Outlook, Internet Explorer, Antivirus Software/Spyware detection and removal software.
  • Knowledge of Telephony systems, TDM theory, centrex or plexar CO lines, and PRI or smart trunks.
  • Knowledge of Data/Telecom Networking equipment and protocols under OSI model, network OSI layers 1, 2 & 3; TCP/IP addressing schemes. Experience with Cisco Network gear is a plus.
  • Knowledge of Wide Area network (WAN) communication links, installation, and maintenance of circuits such as ISDN, DSL, T1, and Gigabit lines.
  • Ability to effectively troubleshoot LAN connections, PC hardware, and software.
  • Ability to effectively troubleshoot and repair server, personal computer hardware, and software.
  • Ability to configure software installations to include Windows Operating Systems, MS Office, Outlook, Internet Explorer, Antivirus and Spyware detection and removal software.
  • Ability to effectively configure network devices such as network interface cards, PCs, printers, and related network devices.
  • Ability to effectively train users in safeguarding data using various backup procedures.
  • Ability to maintain good planning and organizational skills.
  • Ability to take and follow directions from supervisor.
  • Ability to make independent decisions in accordance with established policies and procedures.
  • Ability to perform strenuous and routine work.
  • Ability to maintain a valid Texas Driver License and a good driving record.
  • Ability to maintain harmonious and effective working relationships with other employees and respond to general public complaints.

  • PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:
    Work is performed inside an office and is exposed excessive noise/intermittent and dust. Capable of working closely with others or alone, working long or irregular working hours and traveling by car. Ability to operate motor vehicles, light to occasional lifting under 24 pounds to 50 pounds, light to moderate carrying under 15 pounds to 44 pounds, straight pulling, repeated bending, operate office equipment, simple grasping, dual simultaneous grasping, standing, sitting, kneeling, pushing, climbing stairs, reaching above shoulders, and walking. Ability to see, write, read, count, identify shade of color, and hearing is needed to perform essential functions.

    ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Responds to voice, PC and network service calls and resolves the problems in a timely manner and take responsibility for problem resolution.
  • Performs troubleshooting, problem analysis and recommends solutions to resolve problems with Voice services, PC hardware, software, networking devices and telecommunication/network links.
  • Maintains constant communication with departments and users concerning the status of problems and projected time of resolution.
  • Installs, configures, and tests cabling, voice sets, PCs and networking hardware to support and maintain the effective operation of the city network; Use and understand basic diagnostic tools and commands to analyze and troubleshoot voice sets, PCs, monitors, printers, cabling and other network peripherals and components.
  • Installs voice sets, PCs and networking software, patches, and upgrades critical to support and maintain the efficient operation and security of the voice systems and data network.
  • Recommends and trains users in effective back-up procedures for safe guarding critical information.
  • Maintain data closets, PC and cabling equipment in a clean and safe condition.
  • Develops detailed technical specifications for the recommended purchase of personal computers, personal computer components, printers, and network peripherals and components.
  • Assists in maintaining good communication between staff, visitors and other business contacts.
  • Must follow all rules of telephone courtesy in all telephone communications.
  • Performs other duties as assigned.
  •  Minimum Qualifications:
    Bachelor's degree from an accredited college or university in Computer Science or related field.
    -AND-
    One (1) year work experience in troubleshooting, hardware, network, and peripherals.

    -OR-

    Associate's degree from an accredited college or university in Computer Science or related field.
    -AND-
    Three (3) years of work experience in troubleshooting, Telecommunication systems, PC hardware, networks, and peripherals.

     Valid Licenses and Certifications:
    Valid Texas Driver License*
    *If applicant holds an out-of-state license, a State of Texas Driver License must be obtained prior to employment.



    As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.


    Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
