Operates and monitors radio dispatch and telephone systems utilizing multi-channels and frequencies in a public safety communication center. Receives, logs, and dispatches calls to appropriate personnel and secures proper information from persons in state of excitement or panic to assure adequate response. Serves as a life line for officers in the field.
 Job Description:
KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of public safety agency rules, regulations, and methods of operating.
  • Knowledge of police, sheriff, fire and ambulance dispatch procedures.
  • Knowledge of the street system and geography of the City of Laredo and the County.
  • Knowledge of telephone and radio operating requirements and techniques.
  • Skill and speed in the operation of radio and telephone equipment.
  • Ability to speak with a clear, well-modulated voice in English and Spanish.
  • Ability to make quick and accurate decisions and clearly and effectively communicate orally during crisis situations.
  • Ability to effectively communicate First Aid/CPR instructions to callers requiring medical assistance.
  • Ability to read maps, use a computer keyboard, type and maintain and update manual and electronic files and record systems.
  • Ability to be able to learn how to operate radio communications and electronic equipment.
  • Ability to deal courteously and diplomatically with the public.
  • Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position.


    • PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:
    Work involves working inside an office with rotating shifts that include working on weekends, working closely with others, and traveling by car. Work requires standing, sitting, climbing stairs, walking, light carrying under 15 pounds and light lifting under 24 pounds. Ability to operate office equipment and a motor vehicle, see, write, count, read, identify shades of colors, and hearing is required to perform the essential functions.

    ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Answers emergency and non-emergency calls from citizens; obtains vital information; refers callers to appropriate agencies and/or contacts agencies and obtains assistance for caller; serves as a life line for officers in the field.
  • Maintains, updates, and files all pertinent logs, information cards, tapes, and other records and documents daily.
  • Transmits orders and receives messages from a large number of law enforcement units, emergency response units, local and state agencies, wrecker services, FAA, utility companies, and others; determines correct signal to use, priority of calls, and number of units to dispatch.
  • Must be capable of working under stressful circumstances and be able to direct work of others.
  • Recognizes duplicate and related calls and screens calls from trouble areas; assists public over the telephone in order to obtain accurate and pertinent information; maintains constant knowledge of all available units, chase procedures, and emergency alert and disaster procedures.
  • Dispatches emergency equipment; notifies ranking officers of calls; maintains radio contact with other county and city public safety agencies.
  • Operates NCIC (National Crime Information Center)computer; receives information on stolen vehicles, articles, wanted and missing persons, driving and criminal histories; enters vehicle information and persons wanted and sends them out on the computer.
  • Takes and relays messages to off duty Police Officers; provides officers with telephone numbers, court dates, cross street addresses, and other information to locate a call.
  • Assists with office duties such as typing key cards, meeting and assisting citizens who walk into the office to file a complaint, and completing an assortment of forms.
  • Maintains current knowledge of all county/city main thoroughfares, access routes, and construction in progress.
  • Able to make effective decisions in emergency life/death situations; professional positive self-controlled approach to the job; clear speaking voice; excellent listening skills; ability to understand several conversations happening at the same time; skill in prioritizing calls and identifying potential dangers; able to work as a member of a team under stressful circumstances; readable penmanship; filing skills.
  • Assists in maintaining good communication between staff, visitors and other business contacts.
  • Must follow all rules of telephone courtesy in all telephone communications.
  • Performs other duties as assigned.

    •  Minimum Qualifications:
    High school diploma or G.E.D.
    -AND-
    Six (6) months of experience in related field or any combination of training and experience, which provides the required knowledge, skills, and abilities.

    MUST TYPE 30 WORDS PER MINUTE*
    A City of Laredo typing test must be scheduled, taken, passed, and submitted within three (3) business days from the date/time you submit your application to the Human Resources Dept. (maximum of two (2) typing test appointments per position applied for).

     Valid Licenses and Certifications:
    80 Hour 911 Basic Certification is required.*
    16 Hour TCIC/NCIC Certification is required.*
    4 Hour TDD/TTY Certification is required.*
    CPR/First Aid Standard Certifications is required.*
    Adult, Child, & Infant CPR Certification is required.*

    Valid Texas Driver License**
    **If applicant holds an out-of-state license, a State of Texas Driver's License must be obtained prior to employment.

     

    As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.

    Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.

    Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
