Temporary, Full-time Position w/o benefits


Coordinates and monitors the entire operations of the Neighborhood Stabilization Program. Maintains accountability of funds utilized in the implementation of the Neighborhood Stablization Program. Prepares monthly, annual, performance and budget reports as required. Knowledgeable of all federal and state regulations and policies as they pertain to the Neighborhood Stabilization Program. Identifies and coordinates the marketing and recruitment of qualified individuals and households for the Neighborhood Stabilization Program. Must certify applicant's eligibility under the Neighborhood Stablization Program. Coordinates the purchase of homes and the rehabilitation of homes for the Neighborhood Stablization Program. Supervises personnel involved in carrying out any activities under the Neighborhood Stabilization Program. Responsible for staff work performing varied assignments in relieving a high level administrator of administrative detail. Performs a variety of administrative staff assignments which may not follow a prescribed routine, but rather consist of general assignments to relieve the administrator of administrative detail and other matters not requiring the administrator's personal attention.

 Job Description:
KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of mortgage lending practices including loan qualification and loan closing process.
  • Knowledge of real estate practices related to the purchase and sale of properties.
  • Knowledge of general accepted accounting and financial principles, practices, and procedures, and of their applications to a variety of accounting transactions and problems.
  • Knowledge of general office procedures, practices, systems and equipment, as applied to financial operations.
  • Knowledge of business English, spelling, and arithmetic.
  • Knowledge of modern office practices, procedures, methods, and equipment.
  • Ability to keep moderately complex records, to assemble and organize data, and to prepare reports from such records.
  • Ability to provide effective leadership and coordination in developing solutions, recommending new techniques, and supervising staff.
  • Ability to establish and maintain effective working relationships with elected officials, the general public and others.
  • Ability to maintain good planning and organizational skills.
  • Ability to use computer hardware, various software programs and technology, including word processing and spreadsheet programs.
  • Ability to maintain a valid Texas Driver License and a good driving record.
  • Ability to project a positive and professional image of the City of Laredo.
  • Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language.
  • Ability to comply with all City of Laredo's policies and procedures.
  • Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position.


  • PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:
    Work is performed inside and outside. Work is exposed to outdoor elements, such as: dust. Work involves working closely with others and/or alone, traveling by car, van, and plane, and working on ladders or scaffolding. Work requires standing, sitting, crouching, climbing stairs and ladders, walking, light carrying under 15 pounds, light lifting under 24 pounds, operate office equipment, and a motor vehicle. Ability to see, write, count, read, identify shade of colors, depth perception, and hearing is needed to perform essential functions.

    ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Coordinates and monitors the entire operations of the Neighborhood Stabilization Program; supervises personnel; Reviews, studies, and analyzes operational procedures as directed.
  • Maintains accountability of funds utilized in the implementation of the Neighborhood Stabilization Program.
  • Prepares monthly, quarterly, and annual performance and budget reports as required.
  • Reviews all federal and state regulations and policies as they pertain to the Neighborhood Stabilization Program.
  • Identifies and coordinates the marketing and recruitment of qualified individuals and households for the Neighborhood Stabalization Program and certifies applicant's eligibility.
  • Works with lending institutions and state program personnel in the purchase of foreclosed and/or abandoned homes and in assisting prospective homebuyers in obtaining permanent mortgage financing.
  • Reviews, analyzes, and assists in the preparation of the division budget; provides recommendations to the department.
  • Supervises and participates in the production of division records, reports, statistical reports, handbooks, data bases and files, and general correspondence, etc.; reviews and inspects subordinate's work to ensure accuracy and completeness of the same.
  • Coordinates and participates in special projects as directed by the administrator; reviews policies and procedures as directed; interprets guidelines and disseminates required information.
  • Coordinates and monitors purchasing procedures to ensure proper funds are charged; verifies, estimates, and recommends purchases; processes purchase orders and maintains purchase contracts.
  • Serves as an aide to an administrator; composes correspondence; arrange conferences; interprets administrative policy; relays instruction of policy and procedure revisions.
  • Receives inquiries from the public by letter, telephone, or in person and furnishes information or directs the inquiry to the proper source of answer.
  • Reviews pamphlets, articles, lengthy correspondence, and changes in codes, ordinances, and rules and regulations to ensure office procedures and production remains in compliance with local, State and Federal regulations; reports findings to the administrative superior.
  • Conducts research on an assigned subject; compiles administrative data and statistics; and secures material for use in preparation of speeches or reports.
  • Prepares or edits annual or other periodic reports, news releases, and special articles.
  • Monitors construction contracts, prepares bid specifications.
  • Attends staff meetings to resolve and/or discuss changes in departmental policy and procedures.
  • Assists in maintaining good communication between staff, visitors and other business contacts.
  • Must follow all rules of telephone courtesy in all telephone communications.
  • Supervises and participates in the administrative and clerical operations, conducts staff interviews and recommends hires; plans schedules and assigns work to staff; establishes priorities; instructs and trains in correct methods; checks and approves work; reviews and evaluates employee performance.
  • Prepares and makes presentations before City Council, City Administration, and the public, as may be applicable.
  • Records and maintains project/person data in paper format and electronic information systems.
  • Performs other duties as assigned.
  •  Minimum Qualifications:
    Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Finance, Accounting, Real Estate or related field.

    At least four (4) years work experience in progressively responsible and varied office management or staff work in a public or private organization, including experience in loan servicing, construction management, real estate, federal/state housing programs or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities, which includes one (1) year of supervisory experience.

     Valid Licenses and Certifications:
    Valid Texas Drivers License*

    *If applicant holds an out-of-state license, a State of Texas Driver's License must be obtained prior to employment.



    As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.
