Join our dedicated team of professional community nurses.  Vacancies can be filled at either the entry or experienced levels.  Flexible 9/80 schedules available and part-time hours will  be considered.  Nurses with public health nursing experience may qualify for advanced salary hiring rates.

SALARY RANGES:
Public Health Nurse I

$4715 to $5753 per month

$27.20 to $33.19 per hour

Public Health Nurse II

$5207 to $6356 per month

$30.04 to $36.67 per hour

Public Health Nurses perform nursing duties in one or more assigned programs, projects or districts; to provide nursing, education and counseling services in connection with the prevention and control of diseases or adverse health conditions; and to perform related duties as required.


DISTINGUISHING CHARACTERISTICS
The Public Health Nurse classification is utilized in the Health Department to provide professional nursing services in a variety of programs.  Services may include case management to targeted populations,  communicable disease prevention and management, epidemiology, clinical nursing practice, pre-diagnostic assessments and evaluations, and physical and mental health counseling. Incumbents must possess a valid Public Health Nurse Certificate issued by the State of California. Public Health Nurse I is the entry level classification. Initially, incumbents work under close supervision and are generally assigned the more routine tasks and duties. As skills and competency in public health nursing are consistently demonstrated, incumbents are expected to carry a larger caseload requiring more advanced knowledge and experience while working under general supervision. Incumbents in the Public Health Nurse I classification are expected to move to the II level upon satisfactory completion of the minimum requirements and when they have demonstrated the ability to perform at the experienced level.

 DUTY SAMPLE:
Provides nursing services and epidemiological investigations to individuals in home, community and clinic settings; manages/participates in public health clinics including interviewing and counseling patients, performing clinical tasks and diagnostic tests, giving prescribed treatment, recording data, making necessary referrals, and instructing other personnel and volunteers in their assignments; assesses and identifies individual and community health needs and collaborates with local community groups in identifying and developing needed health services; provides case management and makes appropriate referrals to clients; assists individuals and families in carrying out recommendations made by the health care provider; educates and counsels individuals regarding specific diseases and health conditions as well as health maintenance, promotion and restoration; identifies and reports child or dependent adult abuse and incidents of domestic violence; performs special assignments in the community directed to the control of communicable diseases, the promotion of maternal and child health, the investigation of SIDS (Sudden Infant Death) cases, and the investigation of preventable illnesses, such as childhood lead poisoning; may coordinate public health activities with schools, community agencies and groups; may assist in providing clinical training for nursing students; provides education to interested groups about public health policy/issues and public health nursing services; acts as client advocate with health care providers; complies with universal precautions, safety and other procedures per federal and state CLIA and OSHA regulations; attends conferences, trainings and meetings; compiles, maintains and utilizes records, reports, and statistical information for appraisal and planning of assigned duties.  MINIMUM QUALIFICATIONS:

Licenses/Certificates:
Possession of:

(1) A valid license to practice as a Registered Nurse in the State of California,
(2) A valid California Public Health Nursing Certificate,
(3) A valid CPR certificate (adult, child and infant); and
(4) A valid California driver's license issued by the Department of Motor Vehicles.

Experience:
Entry level nurses with valid licensure and certification will qualify at the I level.  Experienced PHNS will qualify at the II level with two years of public health nursing experience.

Knowledge of:
Public health practices and the application of nursing knowledge, principles and skills for the promotion of health and the prevention of disease and disability; general nursing skills and practices in the areas of maternal and child health, adult medical and surgical nursing; causes and modes of transmission and methods of control for communicable diseases; community resources and their utilization; nutrition and preventive health practices; differing cultural, religious, economic and social groups and their relationships to the delivery and acceptance of health care services; child growth and development; principles of and current developments in public health nursing, mental health and psychiatric nursing; consumer rights, confidentiality and informed consent; ordinances, rules, laws and regulations governing public health services, nursing practices, reporting child and/or dependent adult abuse, and reporting incidents of domestic violence; principles of the nursing process as applied to a client and to a community; environmental, sociological and psychological problems encountered in community health care delivery systems; functions of other social, educational and health agencies as related to public health nursing; sociological and emotional issues pertinent to the care of disabled children, adults, and persons with HIV, tuberculosis, sexually transmitted diseases, or chronic diseases; grief counseling techniques; proper safety procedures and universal precautions; use and effects of medicines; basic CPR and first aid methods and techniques.

 SELECTION PROCESS:
Depending upon the number of applicants who meet the minimum qualifications, a screening committee may evaluate each candidate's application.  Those candidates demonstrating the strongest backgrounds related to the position will be invited to an oral examination (100%) to determine placement on the eligible list.
