The Public Health Reserve Corps


The Public Health Reserve Corps (PHRC) is a community-based group of local medical and non-medical workers who can serve as volunteers during a public health emergency or disaster. The mission of the PHRC is to enhance the Public Health Department's ability to respond to public health emergencies or disasters to limit injury, illness, suffering, and death.

When every minute counts, the PHRC will play a major role with:
  • Setting up, working, and running a temporary field hospital, emergency medical needs shelter, family assistance center, or medication dispensing center
  • Dispensing medications
  • Administering vaccinations
  • Conducting health screenings
  • Triaging patients
  • Obtaining appropriate patient history and reviewing complicated medical forms
  • Documenting all medical evaluations, diagnosis, and treatments
  •  Examples of Duties:
  • Setting up, working, and running a temporary field hospital, emergency medical needs shelter, family assistance center, or medication dispensing center
  • Dispensing Medications
  • Administering Vaccinations
  • Conducting health screenings
  • Triaging patients
  • Obtaining appropriate patient history and reviewing complicated medical forms

  • Depending on the emergency or disaster, secondary administrative support and/or general labor duties may be assigned

     Qualifications:
  • Successful medical volunteers accepted into the PHRC must have a current WA State DOH issued Medical License and/or Certification in their field of practice, profession, or specialty


  • Demonstrated ability to:
  • Work in a stressful and often understaffed or undersupplied environment
  • Organize your work load
  • Exhibit skills in effectively dealing with persons who are under a great deal of stress and may be highly emotional
  • Work with persons from diverse backgrounds
  • Work with persons who do not speak English as their first language
  • Work in a team setting
  • Follow pre-established medical guidelines


  • Desired Qualifications:

  • A minimum of two years post license clinical experience, recent graduation from an accredited residency program, or five years of pre-licensed experience in your licensed field
  • Ability to work with adults and children
  • Ability to effectively communicate with people of diverse backgrounds
  • Ability to lift 30 pounds or more
  • Fluency in a second language
  •  Additional Information:
    Volunteers may not be a current employee of King County in any capacity, (Career Service, TLT, STT or Contracted) or with any King County Department

    Required Trainings (To be completed within the first six weeks of acceptance into the PHRC)
  • National Incident Management Systems Intro (ICS 700)
  • Introduction to Incident Command Structure (ICS 100)

  • Recommended Trainings (Offered after acceptance into the PHRC)
  • Psychological First aid or related Disaster Behavior Health Training
  • First Aid / CPR / Triage Training
