About Public Health Reserve Corps:


The Public Health Reserve Corps (PHRC) is a community-based group of local medical and non-medical workers who can serve as volunteers during a public health emergency. The mission of the PHRC is to enhance Public Health’s ability to respond to public health emergencies or disasters to limit injury, illness, suffering and death.

When every minute counts, the PHRC will play a major role with:
  • Setting up, working, and running a temporary field hospital, emergency medical needs shelter, family assistance center, or medication center
  • Dispensing medications
  • Administering vaccinations
  • Providing information and support to the community
  • Conducting health screenings

    The Public Health Reserve Corps (PHRC) is seeking Chaplain / Spiritual Care Worker volunteers to assist Public Health – Seattle & King County during an emergency in King County.

    Chaplain/Spiritual Care Worker volunteers will primarily assist individuals and families during an emergency by providing services in the community such as:

  • Triage and brief assessment
  • Psychological first aid
  • Spiritual support
  • Psycho-educational support
  • Information and referral


  • Depending on the severity of the emergency, secondary duties may include assisting with support duties as assigned.

    Chaplain/Spiritual Care Worker volunteers will participate in approximately 24 hours per year in orientation, training, and drills. Continuing education credits will be offered whenever possible during these hours.

     Examples of Duties:
    Follow emergency Incident Command Structure.

    Follow Public Health – Seattle & King County medical protocols and work under the direction of the assigned Clinical Supervisor.

    Facilitate smooth traffic flow in a medication center by providing aid and/or emotional support to those persons who require special assistance. This may include: individuals who have mobility, sight, communication or emotional issues that may require special assistance.

    Provide individual support and crisis intervention in a facility or as part of an outreach team to victims and emergency workers.

    Provide individual information and education about relevant issues and resources to disaster and/or crime victims.

     Qualifications:
    Employed by a city within King County or by a local congregation as a Chaplain or Spiritual Care worker.

    A minimum of 1 year experience as a Chaplain or Spiritual Care worker.

    Demonstrated knowledge and ability to:
  • work in stressful environments
  • organize work
  • exhibit skills for appropriately dealing with anxious, difficult or irate individuals
  • communicate with persons of diverse backgrounds
  • work in a team setting
  • provide transportation to training and deployment locations


  • Ability to travel to training and deployment locations where there are limited or no public transportation services available.

    Desired Qualifications:
  • Fluency in another language
  • Washington State Mental Health License or Registration
  • Prior crisis intervention experience
  •  Additional Information:
    Volunteers may not be a current employee of King County in any capacity, (Career Service, TLT, STT, or contracted) or with any King County department

    PHRC Chaplain/Spiritual Care Worker volunteers are required to complete the following trainings within the first month of acceptance:
  • National Incident Management System an Intro, IS-700, online training through FEMA. This training can be accessed online at: http://training.fema.gov/EMIWeb/IS/is700.asp
  • Introduction to the Incident Command System for Healthcare/Hospitals, IS-100.HC, online training through FEMA. This training can be accessed online at: http://training.fema.gov/EMIWeb/IS/is100HC.asp
  • Tuberculosis and Bloodborne Pathogens Training. This will be mailed to volunteers upon acceptance into the PHRC.
  • Classroom: "Disaster Mental Health: A Critical Response"
  • Online: Psychological First Aid Competencies for Public Health Workers
  • Online: Psychological First Aid: Helping People Cope During Disasters

  • Recommended trainings:
  • Mass Fatality Training
  • Disaster Behavioral Health Training

  • Volunteers are required by the State of Washington Emergency Worker Program to provide their Driver License number and proof of vehicle insurance. Volunteers receive liability protection and compensation for injury or death through the State of Washington’s Emergency Worker Program during State approved training events and emergency missions. Washington State rules governing the Emergency Worker Program are contained in Chapter 118-04 WAC.
