This full-time, career service position is re-open to all qualified applicants.
This position provides leadership and coordination for all planning and public health policy development and implementation of strategies relating to land use, the built environment, climate change and community environmental health assessment. This position also ensures that county decision/policy making and implementation in the areas of land use and the built environment employs an equity and social justice lense. This position works collaboratively with other Public Health officials to leverage limited resources to meet common goals on a variety of projects. The individual will work closely with the Environmental Health Division management and others within the division,and other key players within Public Health, including the Healthy Eating Active Living Program Manager within the Prevention Division. |

Examples of Duties:
|
Work collaboratively with other Public Health employees to develop and build upon strategies on how Public Health can be actively involved in the development of policies and plans that impact the built environment and subsequently the public health of the region.
Identify and pursue opportunities where Public Health can be involved in policy and plan development on issues relating to land use, the built environment, and transportation.
Develop and initiate program evaluation tools.
Advise the Division and Department leadership on opportunities to educate and influence elected policy makers on the connection between land use, the built environment and health. Serve as the public information lead along with other Management Team members on these issues; participate as the public health advisor to elected officials on regional issues regarding water, air, soil, noise, and transportation.
Actively incorporate a community involvement process that ensures community voice in policy development and that assures that equity considerations are taken both in the development and implementation of land use and built environment policies.
Develop relationships and create partnerships with other public, private and non-profit agencies including planning directors, public works directors, developers, and the medical community.
Develop and implement strategies and training programs to build capacity within Public Health to actively participate in planning processes.
Coordinate information department-wide through newsletters, meetings, briefings, website, etc. to ensure multidisciplinary efforts are coordinated throughout the department.
Develop a research literature library on how land use and the built environment impact public health.
Lead informal teams in the areas of planning and public health policy development; and lead internal team meetings to coordinate land use issues within Environmental Health.
Develop and maintain a toolbox for public health officials and planners to use in planning processes, SEPA reviews, etc, with local, county and regional planning directors.
Speak publicly on the connection between land use decisions and public health.
Prepare and provide leadership for grant applications that will further the issues of the land use and built environment program.
Provide leadership in the management of cross-divisional coordination for health impact assessments.
Actively participate or prepare others to participate as the public health advisor to department leadership and elected officials on regional issues like climate change, development and transportation planning, through an equity and social justice lens. |

Qualifications:
|
Demonstrated project management skills, including: developing scope, schedules, and principles of managing projects through to completion.
Demonstrated skills with establishing and maintaining working relationships with diverse community groups and populations; and with community level outreach.
Demonstrated knowledge of: the theories and practices of environmental public health and planning; the theories and practices of epidemiology; and the theories and practices of urban planning and code development.
Demonstrated skills with critical thinking and strategic planning in policy development.
Demonstrated ability to use effective oral and written communication skills to educate, inform, resolve conflicts, market, and negotiate.
Demonstrated ability to use a computer, the internet, and Microsoft Office products, including: Word, Excel, and Access.
Demonstrated ability to coordinate cross-divisional efforts; initiate planning and implement research activities for the division.
Demonstrated organizations skills in development of resource materials
Demonstrated ability to develop and provide training in the areas of policy development.
DESIRED QUALIFICATIONS:
A Bachelor’s Degree in Public Health, Natural Sciences, Urban or Environmental Planning, Land Use or Public Policy or a combination of work experience and education.
Three years experience in environmental public health and/or planning, or a combination of the two areas.
The most qualified applicant will have a masters degree or higher in Public Health, Natural Sciences, Urban/Environmental Planning, Land Use or Public Policy. |

This position is located at The Chinook Building, Suite 1100, 401 5th Ave, Seattle, WA 98104. This career service position is budgeted as a 1.0 FTE and is overtime eligible after forty (40) hours. The work week is normally Monday through Friday 8am to 5pm.

Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
Employees are required to adhere to OSHA/WISHA guidelines including but not limited to completing their mandatory trainings on time and obtaining required immunizations.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all Public Health positions.
