This is a Term-Limited Temporary position for a two-year communications project within the King County Sheriff’s Office (KCSO).  This position is responsible for coordinating the staffing of a KCSO Communications Advisory Committee, which will oversee the initial planning and build out of the KCSO’s internal and external communications infrastructure.  Responsibilities include design and deployment of an electronic policing (E-policing) initiative; web site management; managing project vendors; providing consultation through planning, assessments and identifying goals and objectives; and developing and delivering presentations and a wide range of communications materials.

Work Location:  This position is located at the King County Courthouse in downtown Seattle; located at: 516 3rd Avenue, Seattle, WA 98104.

Work Schedule:  Typical business work schedule is 40 hours per week, Monday through Friday.  Additional hours and/or modified schedules may be necessary to respond to workload needs. This position is FLSA exempt and is not overtime eligible.

 Job Duties:

·     Identify communications needs and issues.

·     Formulate communications programs, plans and strategies.

·     Plan project time schedule and implementation; manage and evaluate projects and/or programs.

·     Identify and analyze issue of concern and emerging trends to key audiences; develop strategic communications objectives, techniques, and plans.

·     Provide strategic communications counsel and advice to management and other internal customers.

·     Identify information needs and research methods.

·     Establish and maintain communications standards.

·     Participate in consultant and vendor selection processes; oversee the work of consultants and vendors.

·     Review project proposals and make recommendations.

·     Work with community groups and/or internal customers to assess needs; design specials activities to meet those needs.

·     Research, create and coordinate the production of public and employee communications products.

·     Identify key audiences and appropriate communications methods.

·     Coordinate and promote specials events, services and/or programs, including participation by other organizations.

·     Prepare information and give presentations.

·     Coordinate information about programs and policies and participate in program evaluations.

 Experience, Qualifications, Knowledge, Skills:

·     Three to five years demonstrated experience in communications and/or marketing, with the skills to plan, develop, and implement modern communication plans and initiatives that support both internal and external client communications.

·     Four year degree in Communications or related field or an equivalent combination of education and relevant experience in communications, mass media, journalism, or related field.

·     Basic website management to include knowledge of web developing software and HTML.

·     Ability to assess, evaluate, and manage vendor design and deployment support.

·     Knowledge and skill in communication and/or marketing principles, methods and materials.

·     Knowledge and skill in research methods, techniques and customer relations.

·     Negotiation and/or facilitating skills.

·     Ability to function with sensitivity in a political environment.

·     Skills in synthesizing and effectively communicating, in writing, orally or visually, technical and/or complex information to non-technical audiences in a clear, concise and interesting manner.

·     Skills in identifying and assessing the communication needs of targeted audiences and organizations.

·     Using creativity in preparing relevant collateral materials.

·     Strong organization management skills.

·     Ability to effectively use the 2007 Microsoft Professional Office Suite at an intermediate skill level.


Desired Qualifications

·     Familiarity with Microsoft SharePoint

·     Five plus years experience, with a background in the public policy arena

·     Masters Degree in closely related field
