This position is responsible for systems engineering and operational management of the Department’s core business systems.  This includes but is not limited to, the Electronic Courts Record (ECR)system.  This system is a highly complex, distributed system serving multiple Departments, external agencies, and the public for the submission and management of Superior Court case filings; and resides on or interfaces to approximately forty Windows-based servers, including application hosting servers, multiple high-volume transactional RDBMS database servers, a multi-million document/multi-terabyte records repository, and numerous Windows and web-based client applications. These applications are comprised of off-the-shelf, customized-off-the-shelf and custom software components.

WORK LOCATION: King County Courthouse, 516 3rd Avenue, Seattle Washington and/or Regional Justice Center, 401 4th Avenue North, Kent Washington.

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible. Work schedule is normally Monday through Friday, 8:00 a.m. – 5:00 p.m. May be required to work extended and/or flex scheduled work hours to respond to service needs.

 Job Duties:
The primary job functions of this position include:
       Full lifecycle administrative management of all servers, operating systems, and peripheral devices.
       Administrative management of commercial and custom software related to Department systems, such as the ECR system. 
       Provide conversion and management services of virtual machines within the ESXi, or equivalent, environment.
       Provide troubleshooting, and Tier II technical support for all aspects of Department systems including ECR and ensure systems meet capacity, availability, and load requirements.
       Lead engineering projects related to the Department systems. 
       Provide software build and release management services for in-house or vendor developed software related to Department systems. 
       Develop and maintain standards, guidelines, procedures, and documentation relating to the design, configuration, management, and performance of the Department systems.
Specific duties may include:
       Provide expertise in one or more technical large-scale systems such as servers for large systems, systems software, operating systems, security, databases, recovery, storage, and applications.  This work may be in physical, virtual or hybrid environments,
       Create and implement backup and restore procedures.
       Provide systems engineering services as contracted in service level agreements; ensure that agreed upon performance measures are met.
       May be called upon to provide support for services or failures at any time.
       Evaluate and recommend system upgrades.
       Consult on developing and installing new products and applications.
       Design and implement test and development environments.
       Design and do first implementation of systems for sufficient capacity and fault tolerance.
       Document all engineering work, problem resolution, and recurring problems; create technical analysis, performance and enhancement reports.
       Additional duties as assigned.

 Experience, Qualifications, Knowledge, Skills:
Successful candidates must possess an advanced knowledge of information systems, processes, techniques and computer technology principles. Requirements include
       A minimum of 5 years work experience in systems engineering for information technology business solutions.
       A minimum of 3 years work experience as a Microsoft Windows Server systems engineer.
       A minimum of 1 year work experience managing Internet Information Server in complex configurations.
       A minimum of 1 year work experience administering a Microsoft Active Directory forest.
       A minimum of 1 year work experience administering virtual machine environments.
       Demonstrated work experience administering complex, multi-tiered applications in a distributed server environment.
       Working knowledge  and experience with information systems security practices.
       Working knowledge and experience with formal information technology operations management techniques.
       Strong teamwork skill and customer service orientation.
       Strong effective verbal and written communications skills, including developing technical documentation and communicating technical information to a non-technical audience.

 Supplemental Information:
DESIRABLE QUALIFICATIONS: 
      
Bachelor of Science in Computer Engineering or closely related field.     
MCSE or equivalent certification.
       CISSP or equivalent certification.
        Knowledge and experience with ITIL, Microsoft Operations Framework, or equivalent operational management processes and procedures.
       Experience with Microsoft Operations Manager or similar systems management and monitoring tools.
       Experience with VMware or similar virtual machine platform tools.
       Familiarity with FileNet, Documentum, or equivalent document repository systems.
       Experience providing systems engineering support services to software development project
