This position is responsible for overseeing King County’s cash management functions, including debt issuance, investment management, banking services, cashiering, warrant redemption, and bank reconciliation.

WORK SCHEDULE: This position is exempt from the provisions of the Fair Labor Standards Act, and is not overtime eligible.  This position is paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally Monday through Friday, 8:00 a.m – 5:00 p.m.  May be required to work extended and/or flex scheduled work hours to respond to service needs.

 Job Duties:
Investment Pool Program
  • Supervise the $4 billion investment program for all King County and political subdivisions, including school, fire, water, and sewer districts; oversee the development and maintenance of investment policies and procedures; oversee preparation of investment reports for Executive Finance Committee; back up the County’s Investment Officer during absences, which includes the daily investment decisions and administration of the County’s $4 billion investment pool.
  • Oversee credit analysis of dealers, issuers, commercial loans and thrift institutions; prepare periodic reports to the Executive Finance Committee regarding the financial solvency of such institutions.
  • Plan, lead, organize and supervise the operations of the Cash Management Unit which includes nine positions:  Investment Officer, Accountant, Assistant Accountant, three Fiscal Specialist IIIs, two Fiscal Specialist IIs, and Accounting Technician II.

Debt Program

  • Oversee the payment of all debt for the County and its political subjurisdictions; develop County policies for bond registration, lost bond replacement, debt payment, debt calls, etc.; coordinate with bond counsel and financial consultant for the sale and delivery of bonds and other debt instruments; oversee arbitrage calculations for county debt issues.
  • Supervise management of the County’s computerized debt management, investment and warrant redemption systems; develop management reports for both debt and investment systems.

Banking Services

  • Solicit and evaluate proposals for the provision of banking services for King County; monitor and review banking services activity and banking services contract; serve as liaison between service bank and taxing districts and county agencies; oversee bank account reconciliation; supervise warrant redemption process.
  • Solicit and evaluate proposals for the provision of safekeeping services for King County; oversee the operation of safekeeping agreement.

Cashiering, Warrant Redemption, Reconciliation

  • Supervise receipt and deposit of monies collected for property taxes, gambling taxes, LID payments, wastewater treatment; and district and County deposits; review proposal for provision of armored transport services; coordinate with Facilities Management Division for maintenance of security system for vaults and cashiers’ cages.
  • Supervise and review the reconciliation of the county’s main bank account; and supervise the warrant redemption and warrant reconciliation processes.

 Experience, Qualifications, Knowledge, Skills:
  • Bachelors’ degree in business, public administration, finance or economics, or equivalent combination of education and experience.
  • Five years supervisory and/or management experience in the public finance area which includes management of investment and debt programs, banking relations and cash handling.
  • Demonstrated knowledge of state/federal laws pertaining to investment of public funds and issuance of municipal debt; understanding of portfolio and cash management techniques; familiarity with money market and municipal debt markets.
  • Demonstrated ability to develop and implement policies and procedures.
  • Highly developed communication skills, written and oral.

Desirable Certifications

  • Chartered financial analyst (CFA), Certified Cash Manager (CCM), Certified Public Accountant (CPA) or similar professional accreditation is desirable.
