DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Manage the personnel and activities of the Payroll Administration Office which is responsible for Garnishments, Termination Pay, and employee Account coordination. Maximize section productivity and use staff resources effectively by planning, organizing and assigning the work load of the office to ensure assignments are performed according to applicable laws, policies and procedures and within established guidelines. Research, review, evaluate and implement new payroll laws, legislative guidelines, ordinance changes, and meet & confer agreements that affect payroll processing and reporting. Complete and provide various monthly and quarterly reports. Systematically evaluate the effectiveness of each function and individual at least annually. Lead, train, develop and motivate staff to earn the trust and respect of Payroll Administration’s clients by providing innovative, effective, and efficient service. Develop a team of tenacious problem solvers known for their expertise, helpfulness, and creativity.
WORKING CONDITIONS
Position is physically comfortable; the individual has discretion about walking, standing, etc. within an essentially normal office environment. |

MINIMUM REQUIREMENTS:

MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s degree in Business Administration, Accounting, Political Science, Psychology or a closely related field. Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
MINIMUM EXPERIENCE REQUIREMENTS
Six years of pertinent, progressive professional experience in personnel, administration, accounting, or a closely related field are required.
A Master’s degree in Business Administration, Public Administration, or a field closely related to the work being performed may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

SELECTION/SKILLS TESTS REQUIRED
All Payroll Services employees are required to pass a 13 week Payroll Academy course within the first year of their employment.

SALARY INFORMATION
Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification. The salary range is:
