DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Performs substantially complex and varied administrative functions in the direction and coordination of programs and procedures in the assigned department.
Provides overall management and supervision to facilitate the programmatic processes within the Bureau of HIV/STD & Viral Hepatitis Prevention. Directs, coordinates and evaluates the following programs: 1. Health Education Risk Reduction (HERR), 2. Counseling, Testing and Referral (CTR), 3. Capacity Building and Training 4. Community Planning, 5. Service linkage, 6. Health Communication/Public Information (HCPI). Develops and implements the Request for Proposal process, monitors performance of contractors and subrecipients, and assures appropriate and efficient disbursement of funds for contracts. Assures timely completion and submission of program reports, monitors expenditure and utilization reports, and helps with the development of spending plans for efficient use of contractor funds. Functions as liaison to federal, state and local agencies to coordinate the activities for the Bureau of HIV/STD & Viral Hepatitis Prevention.

MINIMUM REQUIREMENTS:
|
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Political Science, Psychology or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Six years of pertinent, progressive professional experience in personnel, administration, accounting or a closely related field are required.
A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
MINIMUM LICENSE REQUIREMENTS

PREFERENCES:
|
| Preferences will be given to applicants who have a Master s degree in Public Health or a related field. Working knowledge of HIV/AIDS/STDs and relevant Community Based Organization experience. Experience with program monitoring and reporting. Strong written communication skills. Working knowledge of data management and statistical analysis software. Experience in developing or monitoring quality management plans. Experience working with healthcare professionals and community groups. |

SALARY INFORMATION GRANT FUNDED POSITION
Grant positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification. The salary range for this position is: Pay Grade 26
