DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Supervises and coordinates the activities of Bureau employees. Provides consultative and educational expertise and support in a specialized public health area.
Provides direction and supervision to Bureau staff, closely monitoring all animal control activities within bureau. Develops and implements policies, procedures and program audits and process improvements to address operational deficiencies and to ensure compliance with all mandatory requirements. Develops, prepares and manages the bureau budget, with authority to approve all bureau expenditures. Monitors bureau expenditures and provides budget reports to Division Manager Administration. Researches, develops, recommends and implements new public health strategies approved by the Director to address rabies control, animal care and welfare, animal control and safety requirements and ordinance and state law requirements. Responds to all citizen inquiries and complaints. Coordinates with and assists the HDHHS Public Information Officer in preparation of media responses. Responds to council committees, community and volunteer organizations. Participates in the COH Animal Advisory Committee. Provides oversight and coordination regarding all veterinary resources and ensures compliance of all medication requirements. Ensures highest level standards of care for all animals are implemented. Coordinates BARC response to HPD requests. Develops and maintains BARC data management system.

MINIMUM REQUIREMENTS:
|
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s Degree in Public Health, Business Administration, Public Administration or a closely related field.
MINIMUM EXPERIENCE REQUIREMENTS
Nine (9) years of supervisory or administrative experience are required.
A Master’s Degree or DVM and seven (7) years of directly related professional experience may be substituted for the education and experience requirement.
MINIMUM LICENSE REQUIREMENTS
Valid Texas Driver’s license and compliance with the City of Houston’s policy on driving (AP 2-2). |

PREFERENCES:
|
| Experience in developing and managing budgets. Experience in developing and implementing training protocols. Knowledge of Animal Control Officers and Veterinary Technicians licensing requirements. Strong written and verbal communication skills. Computer skills including Microsoft Word, Excel and Power Point. Experienced in working with citizens and volunteer groups. Ability to speak before large and diverse groups. Process improvement developing organizational strategies and successful implantations. |

Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification. The salary range is:
