The Strategic Initiatives and Community Engagement Department (SICE) engages in collaborative research and strategic planning to produce information for addressing complex county and community priorities and for guiding and evaluating current strategic initiatives. SICE’s mission is to support and develop innovative, evidence-based practices that strength the well-being of people in Hennepin County.

The duties and responsibilities of this position include:

Design and conduct research on community needs to assist management, County Administration, and/or the County Board on program and policy issues.

Design and perform in-depth studies to evaluate community- based initiatives and county-wide strategic initiatives on such issues as education, youth development, and homelessness.

Manage census data for the county; liaison with U.S. Census Department.

Collect, link and interpret complex data from primary and secondary data sources; perform complex data analysis using advanced statistical techniques.

Develop and implement research designs and data collection procedures; analyze feasibility and limitations of proposed research.

Conduct meta analysis and research literature reviews; write summaries of findings.

Prepare and present project reports that describe research and statistical methods, findings, and implications in formats appropriate for audiences that include County Commissioners and other policy makers.

Conduct policy reviews and analysis.
The Ideal Candidate will have:

One of the following:

A master's degree in statistics or a behavioral/social science such as sociology or economics, or related field AND two years experience in research design, and/or statistical analysis and program evaluation.
A bachelor's degree in one of the above fields AND five years experience in research design, and/or statistical analysis and program evaluation.

Experience in research design, data collection, sampling techniques, and advanced statistical analysis including linear regression.

Experience linking, analyzing and interpreting data from large complex databases; familiarity with U.S. Census data.

Experience using statistical software applications such as SPSS, Access and Excel.

Experience working with diverse community groups to define data needs.

Experience conducting research on a variety of social and public policy issues.

Excellent writing and presentation skills; ability to translate complex research methods and findings to non-technical audiences; skill using PowerPoint.

Ability to work on multiple projects simultaneously and meet multiple deadlines.
