Judiciary Information Management System (JIMS) Project Manager Exempt from Civil Service. Temporary not to extend beyond June 30, 2010 with the possibility of extension. Salary will be at the rate deemed appropriate by the hiring authority. The Hawai‘i State Judiciary seeks an experienced senior project manager for the development and integration of a large scale, integrated, real-time, cross-functional, statewide information system in a multi-faceted environment with internal and external users. Experience must include use of current/evolving technology to further the business needs of a large organization. First consideration to applications received by October 23, 2009. |

Summary of Duties:
|
This position is located in the Support Services Department under the authority of the Administrative Director of the Courts. This position is responsible for planning, implementing, overseeing, facilitating, and managing the Judiciary Information Management System (JIMS), an integrated statewide case management system for all courts of the State of Hawai'i. Ongoing Planning, Development, Implementation, and Maintenance of JIMS · Ongoing consultation with program and court administrator to develop, implement, maintain and integrate processes into electronic format. · Evaluates existing court operations and makes recommendations for reengineering to maximize efficiency and effectiveness of JIMS in case processing. · Develops overall project plans for implementation of JIMS modules and other assigned projects that include schedules, objectives, budgets, tasks, deliverables, staffing assignments, required resources, communication plans, risk mitigation plans, issue resolution plans, and task dependency networks. Tracks progress of project. · Insures work is completed according to functional requirements, which includes overseeing contractor(s) on project deliverables and objectives to ensure completion. · Works with a variety of individuals such as contractors, technical experts, external agencies, and staff to insure ongoing productive output. · Assists in providing information to the Legislature which includes preparing reports, testimony, etc. · Ongoing supervisory and operational responsibilities over a technical and professional staff. |

Minimum Qualification Requirements:
|
Degree from an accredited college/university, preferably in computer science, information technology, management information systems, business administration, management, or related field, and considerable experience. Preferred minimum of five (5) years of business management experience with a working knowledge of technical software applications and/or information systems to business processes, or equivalent, and the management of an information technology project in a multi-faceted organization with multiple major subdivisions and diverse stakeholders. This experience must demonstrate strong project management skills, including cost management, project controls, bid processes, technical specifications, scheduling, staffing, systems development, organizational change management, consensus-building, facilitation and negotiation, functional and technical leadership, team building, dispute resolution, and timely and effective articulation of project concerns to executive leadership, project teams and stakeholders. Desirable Qualifications: Professional work experience in a court or legal setting; graduate degree or coursework in law, public administration, or business administration. |
