Making yourself eligible for temporary positions increases your employment possibilities and may lead to permanent opportunities. A person hired for a temporary position may also become a temporary employee upon satisfactory completion of the initial probation period of at least six months. Once a temporary employee, you would be eligible to apply for promotion and transfer opportunities to permanent as well as other temporary positions. You may also enjoy other rights and benefits as afforded to an employee in a permanent position, with the exception of return rights and placement rights associated with a reduction-in-force. Level IV Analyzes and evaluates the operating procedures, work methods and information needs of an organization; develops electronic data processing systems and other work procedures for the automation of processes and the production of data; develops plans for the implementation of recommended systems and processes; may supervise a project team including systems analyst(s)/computer programmer(s); and performs other related duties as required. Level V Analyzes and evaluates the various objectives, operating procedures, work methods, and information needs of a number of interrelated organizational entities or programs which include substantial and complex problems, and are of sufficient scope and complexity to require oversight of several lower level analysts and/or computer programmers; develops and supervises the development of electronic data processing systems and other work procedures for the automation of work processes and the production of data; develops plans for the implementation of recommended systems and processes; is responsible for problem definition and participation in management decision-making and/or may supervise several analysts/programmers on a permanent basis; may serve as technical expert in a highly specialized, complex field; and performs other duties as required. | Minimum Qualification Requirements: | |
| Education Requirement: Graduation from an accredited four-year college or university with a Bachelor’s degree. Excess work experience as described under the Specialized Experience below or any other progressively responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities. The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically. Specialized Experience Requirement: Two and one-half (2½) years for Level IV, and; for Level V, three and one-half (3½) years of progressively responsible work experience in computer systems analysis which involved the analysis and design of systems for electronic processing of data or stored computer programming experience which included participation in systems analysis. WAN/LAN Experience Requirement: Of the required Specialized Experience, one (1) year must have involved participating in the development, implementation, maintenance and troubleshooting for a large scale Wide Area Network (WAN) system and utilization of Local Area Network (LAN) and WAN networking technologies. The WAN experience must have been gained no more than five (5) years prior to the date of application. Applicants must possess electronic data processing knowledge and abilities required for the development, installation, operation, maintenance, problem resolution and troubleshooting of a large scale WAN system, and utilization of the following LAN and WAN networking technologies: 1) Internet protocols (IP) that involved Routing Information Protocol (RIP), Open Shortest Path First (OSPF), and Boarder Gateway Protocol (BGP); 2) WAN connections that involved frame delay circuit, Ethernet on CATV, and Dense Wave Division Multiplexing (DWDM); and 3) networking equipment that involved router, layer 3 switch, and DWDM switch. Substitutions Allowed: 1. A Bachelor’s degree from an accredited college or university in computer science or in another major including completion of course work comparable to a major in computer science may be substituted for six (6) months of Specialized Experience. 2. A Master’s degree in information and computer science from an accredited college or university may be substituted for one and one-half (1-1/2) years of Specialized Experience. 3. A Doctorate’s degree in information and computer science from an accredited college or university may be substituted for two (2) years of Specialized Experience. |
