General Professional V (School Grounds Improvement Specialist), SR-24, $4276.00 per month

Summary:
Serving as a senior resource specialist and advisor, the primary function of this position is to plan, coordinate and execute the specialized activities and services of the grounds improvement and beautification program for schools and other Department of Education facilities including playground fields and other landscaped areas.

The position is responsible for performing the examination of trees for the purpose of health and maintenance assessment; planning, reviewing, directing and coordinating the State-wide tree trimming contracts and recommending revisions to contract specifications; directing, coordinating and monitoring contractor’s performance to assure quality of work according to contract specification requirements; provides technical tree review and consultation, regarding construction project planning; and other related duties.

Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Unless specifically indicated, the required education and experience may not be gained concurrently. Note: Calculation of experience is based on full-time, 40-hour workweeks. Part-time experience is pro-rated. Example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example: Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.

 Minimum Qualification Requirements:
Education Requirement:
Graduation from an accredited 4-year college or university with a Bachelor’s degree.

Excess work experience as described under experience requirements below or any other responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in 4 years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.

The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

General Experience Requirement:
One (1) year of responsible professional work experience which required a high degree of analytical skill. Such experience must have involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem-solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action.

Specialized Experience Requirement:
One (1) year of progressively responsible professional work experience in arboriculture, horticulture or landscape architecture which involved the care, maintenance and beautification of schools, parks or other landscaped areas.  Applicants must possess knowledge of the principles, practices, methods, procedures, and care of plants, flowers, shrubs, trees, and lawns; knowledge and understanding of landscaping plans; and the principles and practices of supervision.  Applicants must also possess skills in planning and evaluation; public relations; report writing; and, effective oral and written communication.

The Specialized Experience may have been gained either concurrently or separately from the General Experience.

To be considered qualifying, the experience must have been comparable to the next lower level in the State Service.

Licensure/Certification Requirements:
       1.  Valid license to drive (Class 3) in the State of Hawaii.
       2.  Valid certification as a Certified Arborist by the International Society of Arboriculture.

Substitution Allowed:
A master’s degree from an accredited college or university will substitute for the General Experience Requirement, but not for the Specialized Experience Requirement.
