 Duties Summary:
Assist the Telecommunications Branch Chief in the overall planning and directing of the statewide civil defense telecommunications and warning systems; plan, design and coordinate the modernization and replacement of the statewide siren warning system; and perform other related duties as assigned.

 Minimum Qualification Requirements:
Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Please note that unless specifically indicated, the required education and experience may not be gained concurrently. Your possession of the required amount of experience will not in itself be accepted as proof of qualification for the position. Overall paid or unpaid experience must be of such scope and responsibility as to conclusively demonstrate that you have the ability to perform the duties of the position. Note: Your calculation of experience must be based on full-time, 40-hour work weeks. Part-time experience must be pro-rated. Example: Twelve months of experience at 20 hours/week is equivalent to six months of experience, not one year. Also, hours worked in excess of 40 hours/week will not be credited. Example: Twelve months of experience at 60 hours/week is equivalent to one year of experience, not one and a half years.

To qualify, you must meet all of the following requirements:

Education: A bachelor's degree in Electrical Engineering from an accredited four year college or university.

Excess specialized work experience as described below or any other progressively responsible professional work experience which provided knowledge, skills and abilities equivalent to those normally acquired in four years of successful study leading to a bachelor's degree in Electrical Engineering may be substituted for the Education on a year-for-year basis.

Specialized Experience: Two and one-half years of professional work experience in the field of telecommunications operations which provided the applicant with thorough knowledge of telecommunications procedures, processes, techniques, methodology, design and operation, routing and principles and their application. This experience may have been gained through work with wireline systems, point-to-point high frequency radio systems, terrestrial/satellite microwave systems, two-way FM/AM radio communications systems or data networking. In addition, the experience must have demonstrated the applicant's ability to apply this knowledge and must have indicated the applicant's ability to perform difficult technical studies and analyses, develop sound telecommunication and/or warning plans, analyze operational problems and develop solutions and write operational and technical reports.

Supervisory Experience: One year of supervisory work experience which included: 1) planning, organizing, scheduling and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult work problems; 4) training and developing subordinates; and 5) evaluating their work performance, and disciplining them when necessary.

Non-Qualifying Experience: Routine operation of radio or other communications equipment or any other experience which has not afforded the applicant the opportunity to gain and to demonstrate the ability to perform progressively responsible work requiring the application of the principles of telecommunications operations is not qualifying.

Substitution Allowed: A master's degree in Electrical Engineering from an accredited college or university may be substituted for one year of the required Specialized Experience.

Citizenship: Applicants are required to be citizens of the United States as this position is involved in the planning, execution and evaluation of security measures for Hawaii and the United States.
