Job Title: Cash Manager

This position is open until filled

To supervise, plan and coordinate the activities and operations of the banking and payroll activities within the Finance Department; to coordinate assigned activities with other divisions, outside agencies and the general public; and to provide highly responsible and complex staff assistance to the Finance Director

 Essential Duties & Responsibilities:
  1. Research and evaluate a variety of financial data including payroll records, investment portfolio and benefit reports; analyze and forecast investment securities for future periods.
  2. Evaluate and select investments securities and maturities; maintain and monitor investment portfolio; generate accounting entries.
  3. Analyze, oversee and maintain cash flow needs and proper cash balances for city disburse¬ments; coordinate electronic transfers including payroll direct deposit; approve installments on contracts.
  4. Maintain all debt schedules; ensure proper and prompt payment to agents; monitor debt payments made by other departments; coordinate bond arbitrage with outside CPA's.
  5. Participate in the development and implementation of goals, objectives, policies, and priorities for the Finance Department; identify resource needs; recommend and implement policies and procedures.
  6. Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  7. Plan, prioritize, assign, supervise and review the work of staff responsible for providing cash flow and payroll services for the City of Fayetteville.
  8. Prepare, review and distribute a variety of financial data, reports and correspondence to federal, state, local and independent audit agencies including financial condition reports, year end balance sheets, IRS reports, retirement and benefit payments, investments and cash balances; maintain and update related reports, contracts, files and records including banking contracts.
  9. Stay abreast of new trends and innovations in the field of finance and investments.
  10. Provide responsible staff assistance to the Finance Director including preparing and performing various special projects and researching and advising on treatment of investments, bonds, leases and payroll transactions; review reports and other documents and correspondence as requested.
  11. Compose, prepare and distribute correspondence relating to payroll, cash investments and banking; answer questions and provide information to federal, state and local governmental agencies, the general public, bankers, lawyers, public officials and external auditors.
  12. Coordinate calendar and fiscal year end close for payroll; review payroll related accounts for reconciliation and accuracy; approve all payroll liability payments.

 Minimum Qualifications:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
Five years of increasingly responsible experience in investments, payroll or financial management, accounting or a related field including two years of supervisory responsibility.

Training:
Equivalent to a Bachelors degree from an accredited college or university with major course work in investments, finance, accounting, business, public administration or a related field.

The process will consist of a panel interview with the successful candidate being subject to a written test, pre-employment drug screen, background check, driving history check.
