Essential Job Functions: Supervises and administers the daily activities of subordinate employees who inspect buildings and related appurtenances (plumbing, electrical, mechanical, and gas) for conformance to building and related codes. Supervises and directs the activities of staff including employee selection, work assignment, performance evaluation, employee development, disciplinary action, and complaint resolution. Directs subordinate inspectors' reviews of plans in their specialty for conformance to building related codes. Monitors complaint tracking, subordinate’s activities, and violator’s compliance through Q-Alert software package. Prepares and administers budget for Building Inspection Division of Planning and Development Department. Communicates with design professionals, contractors, and/or building owners concerning questions related to building code requirements. Reviews building and related codes and ordinances and recommends changes as appropriate. Investigates and prepares reports to support necessary enforcement action against building and related code violators. Maintains accurate and complete records of Building Inspection Division activities and prepares activity report for Department Head, monthly or as required. Selects employees for specialized training courses. Evaluates and reviews comments provided by various departments (i.e. Zoning, Fire, Public Works, etc.) before issuing building permits. Monitors infractions of and enforces zone ordinances and other land use codes. Prepares guidelines for contractors and subcontractors which outline requirements necessary for licenses, work permits, etc. Works with other departments and the public to insure cooperation and compliance with City Codes. Coordinates review of plans within the Planning and Development Department and other departments of the City to insure timely issuance of building permits. Administers substandard building elimination program; working closely with the City Attorney and others. Must not pose a direct threat or significant risk of substantial harm to the safety or health of himself/herself or others. Must be committed to a high standard of safety and be willing and able to comply with all safety laws and all of the City’s safety policies and rules and must be willing to report safety violations and potential safety violations to appropriate supervisory or management personnel. Must maintain regular and acceptable attendance at such level as is determined by the City of Dothan. Must be regularly available and willing to work at least 8 hours per day, 40 hours per week, or such other hours per day or hours per week as the City determines are necessary or desirable to meet its operational needs. Administer and conduct a variety of building inspections and related code enforcement activities. Analyze problems, identify alternative solutions, and project consequences of proposed actions. Read and interpret building construction plans and specifications. Ensure safety and professional work standards are met. Plan, establish, implement, and evaluate division goals and objectives. Provide administrative and professional leadership and direction. Communicate effectively with officials and the general public both orally and in writing. Communicate in writing to include grammar, spelling, punctuations, and sentence structure as needed to write reports, compose narratives, and summaries; explain information to the general public, Commission’s and Boards, other agencies, and co-workers. Efficiently operate a personal computer and all associated software package/operating systems. Operate a vehicle. Make presentations to the City Commission and civic groups as required. |
